Description
The Inter-American Foundation through Bureau of the Public Debt, Department of Treasury, intends to issue on a sole source basis, a simplified acquisition with Roberto Garcia, Reparto San Antonio #P-183, Del MinisterioDel Trabajo, 4 ? Cuadras Arriba, Managua, Nicaragua, to obtain continued Local Advisory Services for not-to-exceed six (6) months originally awarded to Mr. Garcia. The contractor shall support the IAF mission of grassroots development to a)Assist a minimum of 8 proponents to understand proposal guidelines for IAF review, b)Maintain grantees informed about IAF procedures related to disbursements, reporting requirements, etc, c)Ensure that grantees receive appropriate technical assistance on an as-needed basis to enable them to effectively implement their projects, d)Introduce the IAF to the greater Nicaraguan NGO community, including informing them of the IAF funding priorities, guidelines for proposal preparation, process for grant approval, etc, e)Provide adequate record maintenance and appropriate office space and infrastructure of easy access to grantees, f)Prepare brief written monthly status reports containing current national political, economic and social issues of relevance to the work of the IAF in the country. Reports should also include a review of activities and results during the prior month; progress achieved; constraints and issues facing grantees and project proponents; recommendations to address identified issues; identification of specific actions required by the IAF, and others as requested by the IAF, g)Prepare a post-trip progress report on each grant discussing its implementation status, problems encountered, compliance with IAF requirements, and agreements reached with grantees and proponents and h)Prepare and provide all the logistical support for a one-day workshop (to be held in a central location) of thematic relevance for various groups of grantees. This includes covering all costs (transport, lodging and meals) for two representatives of each grantee organization (active projects). NO SOLICITATION DOCUMENT IS AVAILABLE. Public Debt will consider all affirmative responses received no later than June 6, 2002. Affirmative responses shall reference IA-SAPOO-02-0009 and shall be accompanied by sufficient documentation to clearly show the ability to provide the required services or functional equivalent at terms more advantageous to the Government. Responses for more information or a copy of the solicitation will no be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a sole-source award will be made to Roberto Garcia.
