Description
The National Institute of Standards and Technology (NIST) intends to negotiate with the University of Maryland, Office of Research Administration and Advancement, College Park, Maryland on a sole source basis for technical assistance services. The Contractor shall develop and apply techniques for single molecule measurement and manipulation in fludic devices and in physiological conditions; identify systems for single molecule study; prepare fludic devices and samples as necessary; make and document hardware modifications as necessary; characterize samples using confocal, TIR, or near-field microscopic techniques; take data, perform analysis, model, and report on results of these studies; and document all data, analysis, and hardware changes in a series of monthly reports. Work shall be performed at the NIST Gaithersburg, Maryland site. The period of performance shall be one year starting September 1, 2002. There is also an option for an additional option year to perform similar work. This is a sole source with the University of Maryland because they performed a previous contract for similar services and this requirement relies upon the results and outcomes of the first year of that work. The University of Maryland has developed the expertise and the knowledge to smoothly integrate the single molecule measurements into these new requirements. These are state-of-the art, one-of-a-kind measurements that are not being done routinely anywhere in the world. A new contractor would delay the project and lead to duplication of cost and effort. Interested persons may identify their capability to respond to this requirement. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses receive by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Notes 22 and 26.
