- This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a requirement using Commercial Item Procedures (FAR 12.6) for ADF. All offerors must be able to qualify under the North American Industry Classification System (NAICS) code 541618 (Other Management Consulting Services) size standard $5.0M. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offerors-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (JAN 1999); 3) 52.212-3, Offeror representations and Certifications-Commercial Items (APR 2002); 4) 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEC 2001). OVERVIEW: The African Development Foundation (ADF) is recruiting an individual on a contract basis to serve as its interim Country Representative for Nigeria. The recruitment is for an immediate opening, to be posted in Washington, D.C. but with extensive travel to and in Nigeria. ADF is dedicated to promoting broad-based sustainable development and empowerment of the poor in Nigeria and expanding the capacity of local organizations to promote and support grassroots, participatory development. The individual will work within the Office of Program and Field Operations. The period of service is from June 15, 2002 to December 31, 2002. Scope of Work: defines the general duties of the Interim ADF Representative for Nigeria, to provide senior advisory services on all aspects of ADF's program planning, implementation, monitoring and evaluation in Nigeria. The incumbent promotes ADF funding in priority program areas that are likely to have significant impact on the grassroots groups and communities and ensures grant and cooperative agreement recipient's conformance with ADF policies and procedures. The incumbent represents ADF's programs to government officials, non-government organizations and the business community in order to promote ADF's grassroots participatory development processes and to disseminate "lessons learned" from ADF funded projects. In this capacity, the encumbent is the principal contact for the Partner, Grantees, applicants, development practitioners and host country government. The incumbent monitors the implementation of cooperative and grant agreements and reviews, clears, and reports on all deliverables submitted by the recipients of ADF assistance. Specific Tasks and Deliverables: The incumbent's assignments will include, but may not be limited to, the following: 1) Assist in the award of a cooperative agreement to a community development nongovernmental organization (Partner) through an open, competitive selection process and provide orientation and training to the successful organizations' on ADF's policies and rocedures (including project development, monitoring and evaluation, financial management, and administration). 2) To ensure conformance with ADF policies and procedures, assist ADF Cooperative Agreement Partner(s) and community groups design new projects for funding in FY 2002. The number of projects is to be specified by ADF management. 3) Review and evaluate all proposals for assistance and develop a pipeline of projects for FY 2003 potential funding. 4) Develop the program content for at least one strategic partnership with a governmental or private sector entity and draft a co-funding and implementation plan for it. 5) Work with groups funded in FY 2001 and 2002 to establish performance assessment systems and monitor each of those active projects at least once, including ensuring the development and implementation of a sound remediation plan for any groups experiencing problems. 6) Draft an ADF Country Program Strategy for Nigeria, based on analyses of major constraints and opportunities, especially in the areas of micro and small enterprise development, grassroots trade and investment expansion, and HIV/AIDS. 7) Evaluate the performance of the ADF country program in Nigeria, recommend remediation to improve program and project performance and to improve the effectiveness of ADF support, and draft the Assessment of Program Impact report for Nigeria for FY 2002 8) Assist and ADF/Washington in recruiting a Country Representative through an open, competitive selection process, help establish the Representative's office, and provide orientation and training to him/her on ADF's policies and procedures (including project selection, portfolio monitoring, assessment of program impact, monitoring the performance of and building the capacity of the Partner organization, and various representative functions). 9) Represent ADF and interact with other United States Government agencies, international organizations, state and national governments, United States and Nigerian private sectors, private voluntary organizations (PVOs), and NGOs in areas of mutual benefit. 10) Assist the Foundation's recipients in documenting and disseminating "lessons learned" and "best practices." General Work Conditions: The contractor will report to the Director of the Office of Program and Field Operations, Region 2. The contractor will be stationed at ADF's office in Washington, D.C., and will be provided space and office equipment there. The contractor is expected to spend about one-third of the contract time in Nigeria; extensive travel in rural areas is required. Skills and Knowledge Required: The candidate will be required, at a minimum, to have: a Masters Degree in economics or international development with solid economic training and demonstrable quantitative analysis skills; and ten years of substantive international development experience, including at least five years in Africa (work in Nigeria is desirable); and successful prior experience working for a federal agency at senior levels. Through his/her experience, the contractor will also have demonstrated: strong background in strategic planning, program performance assessment, project development, and implementation monitoring; solid understanding, based on practical "on the ground" experience, of micro-credit, small enterprise development, and grassroots trade and investment, and HIV/AIDS; extensive knowledge and experience in participatory development; strong leadership and interpersonal skills and a demonstrated ability to work effectively with a wide range of actors, including leaders and members of community-based groups, as well as officials of government and other international donor agencies; an ability to develop and execute workplans, take initiative, and solve problems with minimal management oversight; and excellent oral and written communication skills. The evaluation criteria to be utilized in the selection are attached. Salary and Benefits: Salary will be negotiated based on demonstrated salary history and in accordance with U.S. government policies. Travel arrangements will be made and travel paid for by ADF. The contractor's proposal should address the following benefits as appropriate: (1) employee's FICA contribution; (2) contribution toward health and life insurance; (3) pay comparability adjustment; and (4) annual and sick leave. No relocation allowance will be provided under the contract. Evaluation Criteria: Each offeror's proposal will be evaluated according to the factors shown below: The offeror's overall successful prior work experience and previous annual salary history. - 15 points; the offeror's specific successful prior experience working for an international development agency or organization at a senior project and/or program management level - 15 points; the offeror's history of successful completion of similar tasks and history of providing high-quality products and services- 20 points; the offeror's history of delivering the products and services on schedule under time constraints - 20 points; the offeror's prior experience in working effectively with high-level government officials and donors - 15 points; the offeror's demonstrated ability to solve problems with minimal management oversight - 15 points; Government estimate for this contract is $72,000 to $80,000. Contractor's proposal should specify labor costs. The proposal is to include an option of one month additional work priced out on a daily basis.
