PROJECT TITLE AND LOCATION: Solicitation DACW07-02-R-0012, Design and Fabricate Interactive Exhibits for Bay Model Visitor C enter, Sausalito, Marin County, California. This proposed job is UNRESTRICTED. Response due approximately 09 July 2002. The US Army Corps of Engineers (USACE) has identified a requirement for the design, fabrication and delivery of interpretive intera ctive exhibits. The Contractor shall provide all labor, materials, equipment, travel, and facilities required to design, fabricate, deliver and install a series of interpretive exhibits for the San Francisco Bay Model Visitors Center (Bay Model). Exhibits will be required within the following areas: Decompression Tube ? Consists of an entrance area (20? long x 35? wide = 700 sq. ft.) and the tube itself (49? long x 12? wide = 588 sq. ft.). Maximum ceiling height available in both the entrance area and the t ube is 10 feet. Deck #1 ? A circular area on the pedestrian ramp leading from Decompression Tube and Orientation Theater down to the main floor of the model. (30? diameter = 706 sq. ft.). Deck #2 ? A circular area on the pedestrian ramp leading from Deco mpression Tube and Orientation Theater down to the main floor of the model. (25? diameter = 490 sq. ft.) . Central Exhibit Area ? A circular area on the main floor of the model. (47? diameter = 1,734 sq. ft.) Note: some of the current exhibitory in this a rea may be retained and/or adapted for use with the new exhibits. At least one third of the floor space of the Central Exhibit Area shall be devoted to a Children?s Interactive Area appropriate for ages 2-10. Delta Overlook ? A circular area on the pedes trian ramp leading from the main floor of the model to the exit lobby. (30? diameter = 706 sq. ft.). The NAIC code is 541430 and the size standard is $6 Million. Large businesses competing for this project must comply with the clause FAR 52.219-9 regardin g requirement for a subcontracting plan on the part of the work that it intends to subcontract. NOTICE TO LARGE BUSINESS: The U.S. Army Corps of Engineers, Sacramento District, is committed to participation of Small Business, Small Disadvantaged Business a nd Women-Owned Small Business in the performance of work under this solicitation and resultant contract. If you are a large business and the apparent low bidder with a bid exceeding $500,000, submission of a Subcontracting Plan in accordance with above cla uses will be required. The Contracting Officer will review the plan using the following goals to assure that it represents your best efforts to maximize subcontracting opportunities. Award will not be made until the Subcontracting Plan is approved by the C ontracting Officer. The following subcontracting goals are informational only and not legally binding but are considered reasonable and achievable during the resultant contract from this solicitation. The goals expressed in percent of total planned subcont racting dollars are: Small Business-61.4%; Small Disadvantaged Business-9.1%; Women-Owned Small Business-5.0%; HUBZone Small Business-Maximum Percent Practicable; Service Disabled Veteran-owned Small Business-3.0%; Subcontract Reporting (SF 294 & SF 295)-1 00.0%. A firm that submits a plan with lesser goals must submit written rational to support goals submitted. Estimated cost is between $250,000 and $500,000. The Government has determined that the technical capability of the Offeror is of greater import ance than price in the selection of the contractor. Responses to the Request for Proposal will be evaluated subject to the following criteria listed in order of descending preference (11)Past Performance (2) Technical, (3) Management, (4) Socioeconomic Plan, and (5) Price. The RFP will be issued on or about 07 Jun 2002 and close on or about 09 July 2002. Solicitation will be issued in electronic format only. Interested offerors must register electronically.
