- NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from the i nternet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. CD?s will be issued to prime contractors and plan rooms on a first come first serve basis with only fifty (50) CD? s being issued. Description of Work: Construct a KC-135 squadron operation/aircraft maintenance facility with a headquarters at Robins AFB, GA. Facility will have masonry walls concrete foundation, structural steel frame, sloping roof system, fire protec tion system, elevator, parking, sidewalks and be two story. Building will encumber approximately 5,043 square meters. Project also includes the demolition/relocation of approximately 4000 SM parking lot. The project will be solicited and procured using a Past Performance, Price, Tradeoff (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best pric e. The technical proposal will be evaluated utilizing the factors set forth below. Factor 1-1: Offeror Past Performance, Factor 1-2: Offeror Relevant Specialized Experience, Factor 1-3: Offeror Management Effectiveness. Evaluation Factors And Weights: Relative Importance. Past Performance Information, Offeror Relevant Specialized Experience, and Management Effectiveness are equal in weight. Past Performance, Offeror Relevant Specialized Experience and Management Effectiveness, when combined are mor e important than price. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Estimated Cost Range is from $5,000,000 to $10,000,000. Network Analysis System will be required. COMPETITION WILL BE LIMITED TO 8(a) FIRMS SERVICED BY SBA REGION IV DISTRICT OFFICES (GA, AL, NC, SC, TN, MS, FL, KY) OR MUST HAVE AN EST ABLISHED, VERIFIABLE FULL TIME BRANCH OFFICE (AS DEFINED BY SBA)WITHIN REGION IV WHICH HAVE 233320 AMONG THEIR APPROVED NAICS CODES. Network Analysis will be required. Options are to be included. This solicitation will be issued in electronic format only and will also be available on or about June 28, 2002 on the internet at https://ebs.sas.usace.army.mil/ Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
