- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRS57-02-Q-80109 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-07. The NAICS Code is 541519 and the Small Business size standard is $18.0M. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice received will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to award a Firm Fixed-Price Purchase Order and to solicit and negotiate on a non-competitive basis with Altair Computing, Marlborough, MA, for the purchase of the following line items: CLIN 0001 ? Hypermesh and Motion Software: HyperWorks Network License for UNIX and NT Workstations (Quantity ? 3); CLIN 0002 ? HyperMesh and MotionView software: HyperWorks Network License for PC workstations. The ite ms cited are brand name only ? equals will not be accepted. Inspection and acceptance shall be made at destination. Delivery of the item listed above shall be FOB Destination within 30 days to the following address: US DOT/Volpe Center, Attn: Alexandra Kuchar, DTS-74, 125 Munroe Street, Receiving Dock, Cambridge, MA 02142. The Contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. In the event of a conflict the terms and conditions of the purchase order shall take precedence over the warranty. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (OCT 2000) is hereby incorporated by reference: The Government will make an award resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; and (ii) price. FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 2002) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (FEB 2002), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2002), is hereby incorporated b y reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 7, 8, 9, 11, 12, 13, 14, 16, 17, 22, 23. This notice of intent is not request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and capability. Small business firms that are interested in submitting a proposal must certify that they can provide the proprietary software listed above. Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Karen Marino, DTS-852, 55 Broadway, Building 4, Room 243, Kendall Square, Cambridge, MA 02142 no later than 2:00 P.M. EST on May 29, 2002. Offers may also be sent via facsimile to (617) 494-3024. The Government will not pay for any informati on received. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
