Description
Solicitation Announcement for Self-Assessment Support Services for the U.S. Department of Energy, Office of Transportation Safeguards, Albuquerque Operations Office The U.S. Department of Energy, Albuquerque Operations Office, Office of Contracts and Procurement (OCP), is soliciting offers to provide technical support services to the Office of Transportation Safeguards (OTS)/ Training and Business Operations Division (TTBOD), Standards and Evaluation Branch (SEB). Under this acquisition OTS/SEB will be procuring a wide range of technical and administrative support services for the SEB Self Assessment Program, Joint Testing Program, Management Special Projects, Work for Others, Joint Tactical Exercise (JTX) support, and Covert/Overt OTS Shipment Surveys. The prospective contractor should have personnel with an active ?Q? clearance and have personnel who are knowledgeable in OTS operations. This is to minimize the time from contract award to OTS receipt of services. The contractor should have personnel with backgrounds concentrated in security (specifically experience in convoy type operations with high value cargoes), and have experience in the utilization of analytical tools and investigatory experience/tools to resolve issues and determine root causes. DOE contemplates award of a single, Cost Plus Fixed Fee contract for these services. This acquisition will be solicited on a competitive basis as a total (100%) small business set-aside. The NAICS Code is 541611 with a corresponding size standard of $5 million in revenues. This contract will have a 3-year basic period of performance with a single 2-year option. The Government estimates that the total cost of performance over 5 years will not exceed $3 million. The formal Request for Proposals (RFP) will only be posted to the Industry Interactive Procurement System (IIPS) website on June 6, 2002. Hard copies will not be made available. Only electronic proposal submissions will be accepted. They should be submitted via the IIPS site, available online at http://e-center.doe.gov/. It is the offeror?s responsibility to monitor the IIPS site for release of RFP amendments (if any).
