- SIR NUMBER: DTFA14-02-R-34273 The FAA is seeking to pre-qualify general contractors for solicitation and award of a contract for construction of a new Air Traffic Control Tower (ATCT) and administrative base building at Indianapolis International Airport, Indianapolis, Indiana. The estimated performance time is 18 months, with an anticipated construction start date of Fall 2002 or Spring 2003. The estimated procurement is over $15,000,000. The work will include construction of 330 ft. tower (cast in place concrete shaft) with a 750 sq. ft. steel frame cab, a 33,000 sq. ft., pre-cast concrete, two-story, above grade administrative base building, with basement and link to the tower. Work also includes site earthwork, civil, grading and landscaping, including parking area. Also included are all mechanical, electrical, plumbing, security, fire protection, telephone and LAN systems. OFFERS WILL BE SOLICITED FROM PRE-QUALIFIED CONTRACTORS ONLY. Contractors seeking to become pre-qualified must complete t! he attached Screening Information Request (SIR) and return them to Kathryn Thomas, 4915 S. Howell Avenue, 4th Floor, Milwaukee, WI, no later than 4:30 p.m. CDT, June 14, 2002. Factors to be evaluated include relevant experience, performance history, key personnel, project control, and financial capability. Information obtained from the SIR will be utilized in determining the firms most qualified to perform on this project and receive a Request For Offer. The following notice is for information purposes for minority, woman-owned, and disadvantaged enterprises: The DOT OSDBU has programs to assist minority, woman-owned, and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for DOT related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% gu! aranty on the bond amount to surety against losses. Loans are also available under the DOT Short Term Lending Program at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
