Description
This is a notice of intent to award a sole source purchase order consisting of a base period of seventeen months and two one-year options to extend the term of the contract to ApplyYourself, Inc., of Fairfax, VA for procurement and implementation of ApplyYourself's commercially available i-Class Application System and related services (e.g., maintenance, help desk services). The purchase order will be awarded under FAR Part 13, Simplified Acquisition Procedures. The system will be used by the NIST Baldrige National Quality Program to automate its examiner application process. After implementation of the i-Class system, potential BNQP examiners will be able to submit and manage their application data securely through a Web-based transaction system. NIST determined after extensive market research and after release of a previous competitive solicitation and receipt of quotations that, while several companies may be able to develop a new system that can meet NIST's requirements, only ApplyYourself has a commercial off-the-shelf system that can meet NIST's BNQP examiner requirements. In addition, the ApplyYourself i-Class system is significantly less expensive and represents less risk to NIST than systems that would have to be developed. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement by sending an email to Joseph.Widdup@nist.gov no later than Friday, May 31, 2002. This notice of intent is not a request for competitive quotations. However, all quotations received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
