- Description
- The Department of Energy (DOE), Albuquerque Operations Office (AL), has a requirement for meteorological risk management services to safeguard sensitive shipments against damage resulting from high winds, flash flooding and other weather-related hazards. DOE/AL intends to negotiate and award a sole source purchase order per FAR 6.302-1, to Weather Data Inc., 245 North Waco Street, Suite 310, Wichita, KS, 67201, to provide the SmartRAD System, to include service 24 hours a day, seven days a week according to predetermined criteria. These criteria are tailored to the requirements of the mobile shipments and the fixed sites. Technical Requirements are as follows: The contractor will install the SmartRAD system in the AL Operations Center and train our personnel in its use. This system will convey the storm warnings sent from WeatherData and will provide an up to the minute overview of the weather conditions affecting operations. The SmartRAD system will be connected to WeatherData via a virtual private network (VPN) connection. WeatherData will monitor the health of the SmartRAD every five minutes. Deliverables: The contractor will provide a SmartRAD system with appropriate software. Storm warnings will be delivered electronically as required by meteorological conditions. All warnings will be delivered to AL. If requested, warnings for Fort Chaffee and Pantex will also be delivered to those locations. Warning criteria for mobile shipments: 1. Tornado 2. Winds of 70 mph or more 3. Any accumulation of snow or ice on highways 4. Dense fog 5. Flash flood Warning criteria for Fort Chaffee and Pantex: 1. Tornado 2. Winds of 50 mph or more 3. Flash flood 4. Lightning will be added if requested by DOE 5. Snow and ice will be added if requested by DOE The service will provide storm-warning services for the states through which the shipments pass and for the Pantex and Fort Chaffee sites. The SmartRAD system is proprietary and Weather Data Inc. is the only known source able to provide up to the minute weather conditions with a one-mile resolution and exclusive warning system. Optional Services may include: SmartRAD system installed at Fort Chaffee and at Pantex. The installation, monitoring and technical requirements for the Fort Chaffee and Pantex systems will be the same as above. This notice is to comply with the requirements of FAR 5.203(b). This is neither a request for proposal or solicitation for offers. No solicitation will be issued as a result of this notice. A market survey was completed in April 2002 for the availability of such a system that could meet our requirements, however, no other sources could be identified that have the capability of producing with continued accuracy, the weather information required and provided by the SmartRAD system. This is a 100% Small Business Set-Aside utilizing the North American Industry Classification System (NAICS) 541990/$6.0M (indicates maximum allowed for a concern, including its affiliates, to be considered small).
