- Description
- The National Oceanic & Atmospheric Administration ()NOAA) has a requirement to conduct airborne measurements of gas and particle-phase species as part of the New England Air Quality model. It is the intent of the Government to award this procurement on a sole source basis under authority of 41 U.S.C.253(c)(1) with Brookhaven Science Associates of Upton, NY. The Contractor will provide fast-response measurements of ozone, NO, NO2, NOy and aerosol speciation (Aerodyne Aerosol Mass Spectrometer) obtained on the DOE G-1 research aircraft. These measurements will be used to initialize and evaluate a NOAA air quality forecast model. These data will be compared with vertical ozone profiles obtained by scientists from NOAA's Environmental Technology Laboratory using a remote-sensing LIDAR at a surface site and on board the NOAA RV Ronald H. Brown. Additional comparisons between the various NOy species measured on board DOE G-1 aircraft and the Ronald H. Brown will also be performed to verify data quality. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No competitive solicitation is planned. No award will be made on the basis of requests in response to this notice. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
