- THERE IS NO RFP PACKAGE TO DOWNLOAD. ALL INFORMATION NEEDED TO SUBMIT SF-254 AND SF-255 DOCUMENTS IS CONTAINED HEREIN. This proposed contract is set-aside for 8(a) Certified Firms. In the event responses are not adequate to establish competition in accordance with the Brooks Act (3 or more qualified firms establishes adequate competition), the solicitation will become an unrestricted procurement. Therefore, responses are being accepted from all firms, SBA 8(a) certified and unrestricted. Firms that are large business and short-listed, will be required to submit a subcontracting plan prior to being interviewed. This contract is a Firm Fixed Price for Regional Indefinite Quantity Architectural Engineering Services. These services will be for Military Construction Projects Planning for various projects located within California, Arizona, Nevada, New Mexico, Oregon, Idaho, Alaska, Washington, Montana, and Utah for Southwest Division, Naval Facilities Engineering Command, San Diego, California. However, there is the possibility of work being located anywhere in the United States, including Hawaii, when that work comes under the responsibility of Southwest Division, Naval Facilities Engineering command, San Diego, California. The terms of the contract will cover a period of not to exceed 365 days from the date of contract award or until a $1,000,000 limitation is reached. The Government has the option to extend this contract up to 4 additional 365 day periods or until an additional $1,000,000 per period is reached. The maximum amount of the contract is $5,000,000 or five (5) years depending on which threshold is reached first. If the dollar capacity of the previous year has not been utilized, this capacity will be added to the following year option (if exercised). The hourly rates will be negotiated for each 12 month year and are independent of which option year is in effect. The maximum individual task order amount may not exceed $500,000. The minimum guaranteed amount is $5,000. The estimated start date is October 2002. Architect-Engineer (A-E) services are required for the preparation of Military Construction (MILCON) Projects Planning documentation and services, with the primary focus on the following MILCON Projects Planning documentation elements: MILCON Project Planning Documentation (?DD Form 1391? project planning documentation); Construction Cost Estimates, Preliminary and Parametric Cost Estimates; Siting-Land Use Studies/Analyses; Economic Analyses (EAs); Basic Facilities Requirements (BFR) Documentation; Facilities Planning Documents (FPD); Preliminary Hazard Analyses (PHA) and Preliminary Hazard Lists (PHL). In addition, the secondary focus of this contract includes the following other Project Planning documentation and services: Special Projects Planning Documentation (?DD Form 1391? project planning documentation); Anti-Terrorism/Force Protection (AT/FP) Facilities Planning studies; Sustainable Planning studies; Base Development Plans/Master Plans; Regional Planning Studies; Regional Shore Infrastructure Planning (RSIP) studies; Regional Functional Plans; Visioning and Scenario Planning; Maintenance and Sustainment Plans; Base Exterior Architecture Plans (BEAP); Engineering Evaluations (EE); Concept Studies; Special Planning Studies; Traffic/Parking/Movement (Pedestrian & Vehicular) Studies; Activity Planning and Management Models (APMM), electronic Land Use/Planning tools/studies; Air Installation Compatible Use Zones (AICUZ); Range Air Installation Compatible Use Zones (RAICUZ); Family Housing and Bachelor Quarters Comprehensive Neighborhood Plans (CNP); National Environmental Policy Act (NEPA) documents, including Categorical Exclusions (CATEX), Environmental Assessments (EA), and Environmental Impact Statements (EIS); Environmental planning documentation including, but not limited to, historical, cultural, archeological and biological studies, Biological Assessments for threatened and endangered species, marine studies, Coastal Consistency Determinations (CCD), and documentation for Army Corps of Engineers permits. A-E selection criteria will include (in order of importance): (1) Recent specialized experience of the firm (including consultants) in the preparation of Navy and Marine Corps MILCON Projects Planning documents including: MILCON Project Planning Documentation (and/or Special Project Planning Documentation); Construction Cost Estimates, Preliminary and Parametric Cost Estimates; Economic Analyses (EAs); Siting-Land Use Studies/Analyses; Basic Facilities Requirements (BFR) Documentation; Base Site Development Plans (or Base Master Plans, or Regional Planning Studies); and NEPA Documentation. (2) Professional qualifications of the staff to be assigned to the project(s) will include professional and technical support with experience and knowledge in the preparation of Navy and Marine Corps MILCON Projects Planning documents including: MILCON Project Planning Documentation (and/or Special Project Planning Documentation); Construction Cost Estimates, Preliminary and Parametric Cost Estimates; Siting-Land Use Studies/Analyses; Economic Analyses (EAs); Basic Facilities Requirements (BFR) Documentation; Base Site Development Plans (or Base Master Plans, or Regional Planning Studies); and NEPA Documentation. List only the team members who actually will perform major tasks under this project and their qualifications which should reflect the individual's potential contributions to this project. (3) Capacity to accomplish the work in the required time. Indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period and indicate specialized equipment available and prior security clearances. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Indicate by briefly describing internal quality assurance/quality control procedures and cost control procedures. List recent awards, commendations and other performance evaluations (do not submit copies). (5) Location in the general geographic area and knowledge of the locality of the projects of Naval and Marine Corps bases within Arizona and California. (6) List the small or disadvantaged or woman-owned business firms used as primary consultants or as subconsultants. If a large business concern is selected for this contract, they will be required to submit a subcontracting plan that should reflect a minimum of 5% to small business, 5% disadvantaged business, 5% to woman-owned small business, 3% Veteran-owned small business and 3% Disabled Veteran-owned small business. (7) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. (8) Volume of work previously awarded to the Firm by the Department of Defense within the past twelve months. Those firms which meet the requirements described in this announcement and wish to be considered, must submit one copy each of a SF 254 and SF 255 for the firm and a SF 254 for each consultant listed in block 6 of the firm's SF 255. One copy of the submittal package is to be received in this office no later than 3:00 P.M. Pacific Time on the due date indicated above. Should the due date fall on a weekend or holiday, the submittal package will be due the first workday thereafter. Submittal received after this date will not be considered. Additional information requested of the applying firms: indicate solicitation number in block 2b, CEC (Contractor Establishment Code) and/or Duns number (for the address listed in block 3) and the TIN number in block 3, e'mail and telefax number (if any) in block 3a and discuss why the firm is especially qualified based on the selection criteria in block 10 of the SF 255. For firms applying with multiple offices, indicate the office which completed each of the projects listed in block 8 and list which office is under contract for any contracts listed in block 9. Use block 10 of the SF 255 to provide any additional information desired. Personal interviews may not be scheduled prior to selection of the most highly qualified firm. All information must be included on the SF 255 (cover letter and other attachments will not be included in the evaluation process). Firms not providing the requested information in the format (i.e. listing more than 10 projects in block 8, not providing a brief description of the quality control plan, not listing which office of multiple office firms completed projects listed in block 8, etc.) directed by this synopsis may be negatively evaluated under selection criteria (3). SF 255?s shall not exceed 30 printed pages (double sided is considered to be two pages/ organizational charts and photographs excluded. Exception: photographs with text will be considered as a page. Firms which design or prepare specifications for a construction contract or procurement of supplies cannot provide the construction or supplies. This limitation also applies to subsidiaries and affiliates of the firm. This is not a request for proposals. Telegraphic and facsimile SF 255's will not be accepted. Site visits will not be arranged during the submittal period. In accordance with DFARS 252.204-7004 all firms must be registered with the Central Contractor Registration (CCR) prior to any award of a contract.
