- Description
- The Federal Railroad Administration (FRA) intends to negotiate on a sole-source basis with FC Business Systems to develop a GradeDec Submodel and provide training for the submodel. FC Business Systems developed FRA's current software program called the GradeDec 2000, a computer program which is used to contribute dollar estimates of capital investment requirements for highway-rail grade crossings to the Department of Transportation's Conditions and Performance Report to Congress. The GradeDec 2000 program performs most of the required calculations at the level of the individual crossing but does not provide a complete analysis of national grade crossing investment needs. FC Business Systems has the background knowledge and experience needed to create a submodel of the GradeDec 2000. A submodel would improve the FRA analysis of national grade crossing investments and would include improved traffic flow algorithms; a dynamic investment improvement selection process, and the ability to evaluate the percent change in social and highway user costs weighted by traffic volumes at a different investment levels for each year of the 20-year analysis period. The applicable authority for this announced intention is that under 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This task is not a competitive Request for Quotation (RFQ) and a competitive RFQ is not available.
