Description
The Federal Railroad Administration (FRA) intends to issue a competitive solicitation for development of a web-based computer program that will be used by local and state governments to analyze a set of crossings and the safety treatments necessary to create a quite zone. The program is necessary to provide state and local governments the ability to perform the necessary analysis to determine whether a crossing or series of crossings will qualify for a quiet zone designation under forthcoming FRA regulations. The program will also enable the public authorities to determine what supplementary safety measures would be most appropriate for the creation of a quiet zone. Upon award, the contractor would perform the following tasks which shall be detailed in the statement of work to be included in the solicitation, which shall be issued on or about June 6, 2002: (1) develop the full system requirements documentation; (2) develop the design of the system based upon the FRA-approved requirements; (3) prepare all software code, on-line user instructions, a user's manual, and help files and deploy the system on the server; (4) develop a testing plan and include a spreadsheet to test each output result; (5) after FRA review and testing of the draft system, repair and present the final system to the FRA staff; and (6) update data values and recompile the software. Award shall be based on a combination of price and technical approach.
