- Alexandria, Egypt: High Priority Projects - A construction project for Pipelines and Water Treatment Plant Modifications. The Alexandria Water General Authority (AWGA) invites the submittal of prequalification information from eligible United States (U.S.) firms that may be qualified to perform the work based on their experience in completing projects of similar scope and magnitude to the High Priority Projects and meeting of other qualification requirements as set forth in the Prequalification Questionnaire. Prequalification Questionnaires (PQQs) may be obtained by an e-mail request or a written request to: Ms. Susan Young MWH Americas, Inc. Sears Tower 233 South Wacker Drive Chicago, Illinois 60606 e-mail: susan.a.young@mwhglobal.com Telephone: (312) 831-3000 Completed PQQs (original and nine copies) must be delivered to the address below by 4 p.m. (local time - Alexandria,Egypt) on the current response date listed in the Federal Business Opportunities (FBO) Synopsis. The original and all copies shall be delivered in a sealed opaque envelope marked "AWGA High Priority Projects PQQ". Late submissions shall be returned to sender unopened. The original PQQ shall be enclosed in an envelope marked "Original" and "Chairman/AWGA" and shall be marked "Original" on the first and last pages of the PQQ. Copies shall be marked "Copy" on the envelope and on the first and last pages. One of the nine copies shall be labeled "USAID/Cairo" on the envelope. Steve Lowry The High Priority Projects is herein referred to as the Project. The Project includes, but is not limited to replacement or addition of approximately 43 kms of transmission mains, replacement of approximately 78 kms of distribution lines, upgrades to seven existing water treatment plants, and construction of a new bulk chlorine storage facility. Also included is an O&M advise and assist and training period. The Project will be implemented under the United States Agency for International Development(USAID) Egypt Utilities Management (EUM) Grant No. 263-0270.02. It is expected that AWGA will enter into a contract with a prequalified U.S. firm for construction of the Project and as the Employer. The contract will be based on USAID's Model Contract for Host Country Contracting Construction Only. The resulting contract will be financed with local currency and U.S. dollars. The local currency payments will be made by the Employer. The Project is estimated to exceed US$ 70 million to be paid in US$ and LE, subject to availability of funds. This Project is expected to be a combination of lump sum prices with certain unit price items. USAID has certain approval rights, including approval of firms selected for prequalification, approval of the firm selected to be awarded the contract, and approval of the actual contract. However, USAID will not be a party to the resulting contract, and its approval rights are not to be construed in any case as making USAID a party to the resulting contract. Firms interested in becoming prequalified for the Project must submit complete responses to all questions in the PQQ. Submissions containing incomplete or unanswered questions will not be considered. The Employer will evaluate applications for prequalification under the evaluation criteria set forth in this PQQ. Only prequalified firms will be permitted to submit bids for the construction of the Project. The information supplied in response to this questionnaire will be used to qualify firms that will be invited to submit bids for the Project. The firms short-listed, whether individuals, partnerships, or joint ventures, must be represented by a single entity that is legally organized and can enter into a direct contract with the Employer. The firm contracting with the Employer shall be the legal entity, prequalified to submit a bid as prime firm for the Project. Firms, or a combination of prime firms and subcontractors, responding to this prequalification questionnaire must be capable of implementing the entire Project. Responses addressing only portions of the Project will not be considered for pre-qualification. The firm must be of U.S. nationality, and all services and equipment intended for USAID financing must comply with USAID regulations concerning source, origin and nationality as specified in USAID Regulation 228 (22 CFR Part 228) and USAID Automated Directives System (ADS), Chapter 305, Host Country Contracts, Supplemental Reference, Country Contracting Handbook, Chapter 2 Procurement of Construction Services. Commodities and services of local source and origin satisfying the contract specifications will be eligible for Host Country funding. Such Host Country funding will be financed by the Employer in Egyptian Pounds. Montgomery Watson Harza (MWH), through its contract with USAID, serves as the Design and Construction Management Consultant (CMC) for the Alexandria Water General Authority's Project, partially funded under USAID EUM Grant No. 263-0270.02. In this capacity, MWH provides technical assistance to AWGA with regard to preparing designs and specifications, preparing this PQQ, evaluating PQQ submittals, and assisting in the preparation of solicitation documents, evaluation of bids, contract award, and contract administration, including service as the Employer's Engineer under the construction contract for the Project.
