Description
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma has a requirement for the overhaul, repair or modification of Precision Runway Monitor System (PRM), lowest replaceable units (LRUs). The contract will cover approximately 77 spare parts, which are applicable to this system. The proposed contractor is Raytheon Co., Baltimore MD, who acquired this system from Allied Signal Corp. The requirement will be for one base year period with four one-year option periods to be exercised at the sole discretion of the FAA. Allied Signal originally built the PRM system specifically for the FAA. When Raytheon acquired this division of Allied Signal it included the proprietary rights to the drawings and specifications. It also included the test equipment necessary to test each item after it has been repaired, overhauled, or modified in order to maintain the FAA’s stringent safety and reliability standards. The FAA does not have the specifications, drawings, or test equipment necessary to test overhauled, repaired, or modified parts. The contractor must have access to the OEM specifications, drawings, and test equipment. Potential sources must provide documentation to the FAA evidencing proof of rights to use the data from the OEM. Statements that data will be obtained or that specifications or drawings will be developed are not acceptable. Only those responses providing the required documentation in response to this market survey will be considered, prior to further action by the FAA. Interested parties, who can comply with and meet all of the requirements called out in this market survey, must respond no later than close of business June 4, 2002. Responses and/or questions are to be directed to the Contracting Officer. This market survey shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire the referenced exchange and repair services for the PRM LRUs. No entitlement to payment of direct or indirect costs or charges by the FAA shall arise as a result of submission of responses to this market survey and the FAA’s use of such information. Responders to this market survey may be requested to provide additional details/information based on their initial submittals.
