- J. BURNOUT REPAIR SERVICES - NON PERSONAL: This acquisition covers Rubber Burnout Services for TF33 IGVs. Rubber decomposition products must be treated and disposed of IAW any local, state or federal laws that apply at the location of the vendor's facility. The rubber material found in the IGV struts meets PWA 404, PWA 405 or PWA 407 material specs. RTV 615, RTV 630 and RTV 668 are GE material specs that meet these PWA specifications. NOTE: During burnout, hazardous gases are emitted from the rubber as part of the decomposition process. A thermal incinerator is required to fully burn the gases prior to emission to the atmosphere. The ash residue remaining in the furnace and in the part from the rubber burnout is primarily silicon. However we have detected lead and cadmium in the ash and in the RTV installed in the case struts. Contractor must have Engineering Controls in place for handling ash to prevent operator exposures to cadmium and lead. Furnaces must be certified per AMS 2750C, Section 3.4.2. Contractor shall use only NIST traceable controllers and thermocouples (Type K) and furnaces must be equipped with separate control and over-temperature thermocouples, certified annually or at more frequent intervals if necessary. Contractor shall use a minimum of three certified workload thermocouples per load and use a calibrated chart recorder to log the furnace and workload thermocouple temperatures. The Statement of Work (SOW) attached to the solicitation provides the complete technical requirements as well as copies of all known Material Safety Data Sheets (MSDS) for the hazardous material. A firm fixed price requirements type contract is contemplated for one year with 2 one-year options. The Best estimated quantities for each year is 90 ea. There is no Government Furnished Tooling. Deliveries to Tinker AFB, Oklahoma 73145. A written solicitation shall be issued to the two known sources; Component Repair Technologies, Mentor Ohio and Metcycle Incorporated, Middlesex NJ. Solicitation F34601-02-R-69978 will be issued on or about 04 June 2002 with a closing date on or about 14 June 2002.
