Description
NA The U.S. Army Communication Electronics Command (CECOM), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining Office proposes a non-competitive acquisition with Development Technology Workshop (DTW) Ltd., Leamington Spa, UK, for t he purpose of modifying their light weight, 'V' hulled, mine resistant, remote 'controlled Mk 4 Tempest system with user defined improvements, building a new Tempest system based on these improvements, retrofitting the remaining U.S. Government owned Tempe sts with these improvements, and providing logistics support for these systems. System improvements will be to add communication between flail load and wheel speed; install self cleaning magnets; design & build stronger boom arms capable of accepting vari ous attachments; prototype and test a vertical shaft vegetation cutting head; design and install a two position electronic throttle control for the diesel engine; and modify the existing flail heads to adapt to the new boom arms. As part of this effort th e contractor will develop and deliver operator and maintenance manuals, drawings and a training course for the improved Tempest system. The contractor will also provide on-site logistics support for field evaluations in mine affected countries. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to de monstrate they can successfully perform the effort may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages. The resultant contract will be firm-fixed price. Responses are to be received via email with in 45 calendar days of the date of this notice. All requests for further information must be in writing or via email; telephone requests for additional information will not be honored.
