Description
VESSEL - ELECTRONIC STEERING AND ENGINE CONTROL SYSTEM. The Flower Garden Banks National Marine Sanctuary (FGBNMS) is a marine protected area located 105 nautical miles off the Texas/Louisiana coast in the Gulf of Mexico and administered by the National Oceanic and Atmospheric Administration (NOAA). The FGBNMS owns a 82 foot steel hulled vessel named the ?Point Glass? located in Freeport, Texas.. Currently, the vessel?s engines (twin Caterpillar 3412) are controlled by cable systems. Steering is also controlled by a cable system with a hydraulic booster to assist the cable steering. The installation of a complete new electronic steering and engine control system is required to increase ease of performance and reliability of the vessel. Steering - Installation of an electronic steering system will include: a hydraulic header tank with sight glass, helm pump with wheel, safety and bypass valve, non-drainback valve in case of power failure, hydraulic cylinder of appropriate stroke and bore, all required arms and rod ends, wheelhouse rudder angle indicator, rudder angle sender, hydraulic power pack for power steering complete with two 2GPM or greater pumps, portable remote control station, and operations and maintenance manuals. Engine Controls - Installation of an electronic engine controls that will send a signal to an amplifier and then to electro-mechanical actuators to control the two main engines, to include: control head for wheelhouse control, computer controller and amplifier, portable remote control station, engine controllers for each engine and transmission, synchronizer kit for the controllers, electrical and control cable, and operations and maintenance manuals. Delivery is required 30 days after receipt of the order. Installation shall take place at the vessel?s regular dock in Freeport, Texas. A pre-bid meeting to inspect the vessel and discuss the scope of work can be made by calling the FGBNMS at 979-779-2705. This solicitation is 100% set aside for small business. The NAICS code is 336611. Small business size standard is 1,000 employees. All responsible firms may submit a quote which shall be considered by the agency.
