THE SOLICITATION HAS NOW BEEN POSTED. PLEASE ACCESS THE SOLICITATION AT THE FOLLOWING INTERNET ADDRESS: http://www.navair.navy.mil/business/ecommerce/index.cfm RESPONSE DATE IS 24 JUNE 2002. ******************************** The Naval Air Warfare Center Aircraft Division (NAWCAD), Surface Communications and Information Systems (SCIS) Division (Formerly Advanced Information's Systems Division), Code 4.5.10, St. Inigoes, MD, is engaged in research, development, design, integration, test and evaluation, deployment, maintenance, training, technical, management, demonstration and exercise and logistic support to NAWCAD, NAVAIR, the Joint Staff and Joint Service organizations, commands within the service components, North Atlantic Treaty Organization (NATO) and Federal Agencies in providing life cycle integrated Command, Control, Communications, Computer and Intelligence Systems (C4I) and Information Systems (ICIS) engineering. The SCIS Division has identified a requirement for aircraft, shipboard, transportable and shore-based deployment, tasking shall include the following: (1) research and develop new and evolving hardware and software; explore and evaluate concepts surrounding new and emerging ICIS architectures and technologies; (2) design, integrate, test, implement, and maintain ICIS systems; (3) plan, develop, and execute ICIS deployment and straining strategies; (4) plan, execute and manage ICIS transitions, modifications, upgrades, and interoperability exercises; (5) provide ICIS system assurance, including infrastructure and information assurance; (6) develop and implement computer-aided acquisition and logistics support (CALS) compliant acquisitions and support procedures; (7) perform ICIS requirements analyses in accordance with mission, mandates, and the joint vision; (8) conduct long and short range economic analyses for ICIS systems, sub-systems, components/parts and support; (9) prepare studies and documentation in support of SCIS and sponsors and (10) specific support requirements inclusive of, but not limited to, ICIS planning, Joint Service Technical Support, Life Cycle and Configuration Management Support, ICIS training, Quality Assurance and Technical Program Support. The contract type is anticipated to be a Cost-Plus-Fixed Fee Term Contract, with an estimated total level of effort of 128,640 hours per year for a period of five years. The period of performance consists of a base year period commencing 01 Sep 2002, with four 12-month option periods, which if exercised by the Government, will extend the period of performance of the resultant contract through 30 Aug 2007. The proposed contract will be subject to the Service Contract Act. The NAICS Code is 54133. This action is a follow-on to Contracts N00421-97-C-1430 and N00140-94-C-DB34 and the incumbent is Mantech Systems Engineering Corporation, 12015 Lee Jackson Highway, Fairfax, VA 22033-3300. This procurement action will be processed under full and open competition. Basis for award of the resultant contract will be the best value to the Government, cost and non-cost factors considered.
