Description
The Naval Air Warfare Center, Aircraft Division, Code 4.5.11, at St. Inigoes, MD, intends to solicit and procure on a firm fixed price basis a proposed contract with Composite Engineering, Inc., 5391 Raley Road, Sacramento, CA 95838 for the items listed below, under the authority of FAR Part 6.302-1, Only One Responsible Source. The proposed Indefinite Quantity Indefinite Delivery (IDIQ) contract will be for a period of five (5) years, which includes a twelve (12) month, Base Year plus four (4), twelve (12) month option periods or a total of five (5) years if all options are exercised. The items to be procured and their total estimated quantities are as follows: 3,575 Electronic Transit Cases, 510 Zippered Storage Bags, 325 Case Lid Assemblies, 1,250 Removable Racks, 1,250 Frame Inserts, 125 Case Dollies, 200 Table Dollies, Miscellaneous Hardware, and 5,000 hours of Design Engineering Services. Composite Engineering, Inc. is the only company that can meet all of the following minimum Government requirements with regards to providing Electronic Transit Cases (ETC): 1) provide an ETC made of composite material; 2) provide ETCs that meet weight limitations that are high in strength with low size and weight; 3) provide that ETC are durable to be carried in harsh environments; 4) provide that ETC are configured to interlock with the currently fielded cases; 5) provide that the ETC are interchangeable with the legacy Joint Base Station (JBS) systems; 6) provide that accessories match the current system in the event of factory refurbishment of ETC; and 7) provide an ETC which accepts new equipment as well as mates with the current system in place. Solicitation Number N00421-02-R-3206 will be released under other than full and open competition in accordance with Federal Acquisition Regulations (FAR) Part 15 and therefore is not issued as a request for proposal (RFP). This action is not set aside for small business. NAICS is 332116 with a size standard of 500 employees. This action is a follow-on to Contract N00421-97-D-1381 and the incumbent is Composite Engineering, Inc. This synopsis is for informational purposes only. Release of the solicitation is anticipated 30 May 2002. The solicitation will appear on the Naval Air Systems Command Home Page at http://www.navair.navy.mil/business/ecommerce/index.cfm. Award is anticipated by 28 June 2002. Contract is to be FOB Destination to Receiving Officer, NAWCAD, Building 8115, Villa Road, St. Inigoes, MD 20684-0010, M/F: (as specified in each Delivery Order) Engineer/Project. Inspection and acceptance shall be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule. This procurement is being contracted on the basis of "other than full and open competition" pursuant to the authority of FAR 6.302-1 (only one responsible source and no other goods or services will satisfy agency requirements). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. A determination by the Government not to compete this procurement action based upon responses to this notice is solely within the discretion of the Government.
