Description
The Government intends to solicit ARES Corporation in Arlington, VA. on a sole source basis for engineering services to support the following programs: The contractor shall provide technical and engineering support to assist the ARDEC and Army Research Laboratory (ARL) design team in the engineering design, development, fabrication, installation, test and operational documentation of the Soft Catch (SCAT) Gun and Soft Recovery System (SRS) high-G acceleration gun launch test facility, to be located at Picatinny Arsenal. This design task also includes: analysis and design of explosive and propellant initiator support, internal detonation and shock wave analysis, and the design and installation of appropriate sensors and test monitoring systems. The SRS facility will accommodate the high-G gun launch hardness and survivability testing of 155mm standard and Precision Guided Munition (PGM) projectiles as well as addition of other SCAT guns to support other caliber standard artillery and mortar calibers. The contractor shall provide technical and engineering support to assist in the engineering redesign, development, fabrication, installation and test of improvements made to the existing 155mm Ballistic Rail Gun (BRG) high-G test recovery system, located at Picatinny Arsenal. The contractor shall provide technical and engineering support for ARDEC (PGM) programs. This support will include but is not limited to the following: assist and participate in PGM Integrated Product Teams (IPT) and subset IPTs to provide assistance in the organization and documentation of technical data, technical evaluation of proposed designs, test planning, alternate technology sources and availability, overall and when necessary specific performance assessment, participation in red and blue team and failure analysis exercises, and the development and review of appropriate tactical use and operations within the artillery brigade and firing units. The contractor shall provide support for specialized tasks, such as but not limited to: review and assessment of Electronic Warfare (EW) Electronic Counter Measure (ECM)jamming threats and Electronic Counter-Counter Measure (ECCM)jamming mitigation techniques, component and technology performance, logistics implications, packaging evaluation studies, sensor/seeker evaluation and data processing design analysis and review. The contractor shall support such programs as deemed necessary by TACOM-ARDEC in the assessment of Global Positioning System (GPS) EW jamming threats and the analysis, design, development and integration support of appropriate anti-jamming techniques. The contractor shall provide technical and engineering support for the TACOM- ARDEC Team development of a set of interface requirements and system/subsystem specifications to be applied to the various PGM development programs and to the advanced development of Micro-Electromechanical System (MEMS) inertial sensor systems, and a common Deeply Integrated Guidance and Navigation Unit (DI-GNU). The contractor will support ARDEC in the development of a PGM Guidance System database, an interface control document and system specification for use in the ARDEC Inertial Measurement Unit (IMU) and Common GNU programs. These programs are designed to address the guidance, navigation, and control requirements of the many PGM programs now under development for all major services, particularly for Army and Navy gun launched projectile and missile smart munition systems. The contractor will support and assist TACOM-ARDEC in the development of a detailed design for a MEMS based IMU or Inertial Sensor Array (ISA) demonstration system using a PGM model or model surrogate as a means of demonstrating the functions of such sensor systems. The current programs that require contractor support are: Excalibur (XM982), QuickLook, Low Cost Competent Munition (LCCM), Precision Guided Mortar Munition (PGMM), Common Guidance ? Common Sense (CGCS), Ballistic Rail Gun (BRG), Soft Catch (SCAT) gun and Soft Recovery System (SRS) facility. Contractor support shall be required in other PGM programs as they reach a certain level of maturity. The development of the Ballistic Rail Gun (BRG) improvements, the Soft Catch (SCAT) gun designs and the new Soft Recovery System (SRS) facilities constitute completely original and ?first time? designs, based on ARDEC and Army Research Laboratory (ARL) developments in which a cohesive technical team, which includes ARES Corp., has been uniquely and intimately involved since the inception of these programs. The team working in a close interactive engineering environment has jointly developed many of the design features of these unique systems. These designs include internal detonation and shock wave analyses, fluid dynamics, burst diaphragm design, and the installation of appropriate sensors and test monitoring systems. Related experience includes sabot and obturator designs for high chamber pressures and cannon bore wear and effects on interior ballistics. This contract will include an organization conflict of interest agreement between ARES Corporation and the Government preventing ARES from participating in any current or future PGM programs for which they will be supplying technical and engineering support services.
