Description
The National Institute of Allergy and Infectious Diseases, Rocky Mountain Laboratories located in Hamilton, Montana is seeking sources with appropriate qualifications and experience that are interested in receiving a solicitation for comparison in connection with a potential A-76 direct conversion for a service contract with a base year and 4 twelve-month option periods to provide sufficient animal caretaking staff to care for laboratory animal colonies in an AAALAC accredited facility. The Offeror must be able to supply personnel certified, at a minimum, at the ALAT level, capable of maintaining experimental animal colonies which include approximately 8,000 -10,000 mice, 3,000 hamsters, 50 rabbits, 100 mink, 100 macaque monkeys, and small numbers of rats, guinea pigs, cattle and sheep. These animal colonies are housed in 5 different buildings and an outdoor livestock area. Work includes routine husbandry (cage changing, feed, water and facility cleanliness), daily animal health evaluations, maintenance of breeding colonies of transgenic, knockout and conventional strains of rodents, and maintaining accurate daily records for breeding, genetics, colony census, and environmental factors. Staffing must be provided to include weekends and holidays. The experimental animals are used in infectious disease studies, many of which require specific vaccination protocols for personnel working with the animals and semi-annual TB testing. Experimental animals are housed at Biosafety Level-2 and -3 levels. All interested firms should submit a capability statement (in triplicate) addressing the above types of services in sufficient detail so as to allow for proper evaluation of resources and related experience, including references for past performance. Capability statements should briefly explain the qualifications and experience that might enable the contractor to submit a proposal in the competitive range.
