- Description
- The Agency for Healthcare Research and Quality (AHRQ), of the U.S. Department of Health and Human Services, is conducting a market survey to identify potential sources from qualified small business firms under North American Industry Classification System (NAICS) Code 541611 ($6 million) which have the capability to design and implement an Integrated Patient Safety Event Reporting Input and Data System. ONLY SMALL BUSINESSES SHOULD RESPOND TO THIS ANNOUNCEMENT. The Department of Health and Human Services (DHHS) has created the Patient Safety Task Force (PSTF) to help integrate medical event reporting and data structure for patient safety events and data for AHRQ, Centers for Disease Control (CDC), Centers for Medicare and Medicaid Services (CMS)(formerly HCFA), and the Food and Drug Administration (FDA). The PSTF developed vision for an Integrated Patient Safety Event Reporting Input and Data System that would: (a) reduce the burden of existing reporting systems for those on the front-lines of medical care, (b) improve reporting to DHHS systems, and (c) improve the information and learning from existing DHHS systems. In order to accomplish this vision it will be necessary to design and implement in a phased manner the integration of existing and developing systems within the four agencies of the front-end user interface and the back-end data storage, retrieval and analysis components. The purposes of this contract are to: (1) Design a phased implementation of an integrated patient safety event reporting and data collection system for the four participating DHHS partners AHRQ, CDC, CMS, and FDA. (2) Implement a web based reporting interface for hospital and institutional-based reporting of events to the CDC and FDA which includes the FDA?s Adverse Events Reporting System (AERS), Biological Product Deviation (BPD), Manufacturer and User Device Experience (MAUDE) and the CDC?s National Healthcare Safety Network (NHSN), (3) Integrate the data storage and analysis system for the four reporting components that will allow agency analysis and feedback to individual hospital or institutionally-based users on demand, (4) Implement the integration of other reporting data systems related to patient safety of the DHHS partners including AHRQ and CMS as well as other organizations such as state departments of health, accrediting entities such as the Joint Commission for the Accreditation of Health Care Organization (JCAHO), and other national systems such as the United Kingdom. The Project Director and other senior staff who will manage work to be performed under this contract should hold an advanced technical or professional degree, at the Master?s or above level, and should have significant experience in the design and development of complex web-based health data system projects and programs. The Director should also have corporate level management experience that reflects an ability to command organizational resources and direct staff within the broader organization. Capability statements should be tailored to this request and identify the sources capabilities to complete this requirement, including information on key staff experience and education, and a description of corporate experience with similar projects. Capability statements should be submitted in an original and two (2) copies.
