- Description
- Sources sought for development and delivery of Loss Adjustment Training for USDA Farm Service Agency (FSA) personnel in support of the Agricultural Risk Protection Act of 2000 requiring ongoing monitoring of programs by USDA FSA personnel. Responsibilities include: preliminary inquiries of fraudulent or questionable crop insurance activities; detecting and reporting indications of fraudulent or questionable crop insurance activities; monitoring activities of insureds who may be involved in poor or questionable farming practices; and, assisting the USDA Risk Management Agency (RMA) and insurance providers in auditing claims where questionable or fraudulent activities may have been involved. The training program must be a basic curriculum developed for individuals with limited crop insurance loss adjustment experience and include topic areas as identified in existing RMA guidance. Training methodology selected may be on-site or a distance-learning format. Initial deliverable will be due 15 July with a trial run presented to Government personnel. Complete training program must be ready for actual delivery by 1 August with all training of field personnel completed NLT 30 September 2002. Interested capable sources should submit an interest letter to USDA/Farm Service Agency/Special Projects Section, Attn: Vicki Ridgley, 1400 Independence Ave, SW, Mail Stop 0567, Washington D.C. 20250-0567 NLT 15 days after initial publication of this notice. The interest letter must include references or documentation detailing previous experience with agricultural or crop risk insurance and presentation of technical training to a diverse audience at multiple locations. Any active Federal Government contract vehicles, such as General Service Administration (GSA) schedule contracts, should also be identified in the interest letter. The government will not pay for any information provided in response to this sources sought.
