NAICS Code: 611430 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-02-00266, and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06. The U.S. Environmental Protection Agency (EPA) has a requirement for facilitative leader training tailored to the specific needs and issues of Office of Air Quality Planning and Standards. The contractor shall conduct a 3 day training session for up to 24 participants. The training objectives are: (1) to explain the concept of facilitative leadership using examples and (2) introduce practice techniques to reinforce the concept of facilitative leadership. It is currently anticipated that the first workshops will be presented at EPA facilities in Research Triangle Park (RTP), North Carolina, in August 2002. In addition to the above tasks, another requirement of this contract is for the contractor to conduct a preliminary meeting to determine specific needs of participants. EPA anticipates that a firm-fixed price performance-based purchase order using Simplified Acquisition Procedures will be awarded as a small business set-aside under NAICS code number is 611430 with a size standard of $6M in average annual receipts over the preceding three fiscal years. It is anticipated that quotes will be due by May 24, 2002, at 12:00 p.m. EST. The RFQ and amendments are available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the RFQ and amendments via the Internet. If you will be obtaining a copy of the RFQ via Internet, it will be your responsibility to frequently check the same site where the RFQ is posted for any ensuing amendments. Firms who do not have the capability to obtain the RFQ from the Internet, may submit a written request for a diskette with the RFQ in WordPerfect 9 format from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the RFQ from the Internet should request a copy of the diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the Request for Quotation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a quotation which shall be considered by the Agency. The following additional FAR clauses which are cited in Clause 52.212-5 are applicable to the acquisition: 52.203-6 Restrictions on Subcontracting Sales to the Government, with Alternate I; 52.219-14, Limitations on Subcontracting; 52.222-26, Equal Opportunity; 52.222-21, Prohibition of Segregated Facilities; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.225-1, Buy American Act-Balance of Payments Program-Supplies; 52.225-3, Buy American Act--North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program; 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration. It is requested that the completed Representations and Certifications be included with the quotation.
