Description
The Bureau of alcohol, Tobbacco and Firearms ATF intends to negotiate under the authority of FAR 6.302-1 a sole Sole Source agreement with Tom Novak for the continued services of the new headquarters facility in Wash D.C.. ATF has an identifiable need for expert support services in the area of physical security relative to the Bureau?s specific requirements for the new Headquarters facility. Timely provision of these services will afford project continuity and provide ATF with the support required to successfully design and construct the new ATF Headquarters facility. Services to be rendered under this requirement include, but are not limited to, the following as they pertain to ATF?s physical security and access control requirements for the Headquarters project: Review and support NBPO on all A/E design phase submittals, including Design Development documents,60% Construction Documents (CDs),100% CDs, Revised 100% CDs, Review and advise NBPO on, GSA project team review comments for the A/E design phase submittals, A/E team responses to these review comments Consult with and advise NBPO and GSA project team members as necessary to adequately address questions regarding ATF?s detailed physical security and access control requirements for the design, construction and operation of the new facility. Coordinate with NBPO personnel in order to review information and participate as necessary in joint ATF/GSA meetings, discussions, working sessions etc. NBPO personnel will include, but are not limited to: Director of the New Building Projects, Headquarters Project Manager, Assistant PM / Interior Designer, Representatives of ARA. and Provide periodic technical advice/support/observations to NBPO in all matters pertaining to the Bureau?s physical security requirements. Key personnel requirements for the ATF Physical Security and Access Control Specialist under this Purchase Order are as follows: Not to exceed 250 hours. General availability at three (3) working days notice to meet periodically at NBPO, GSA or other agency locations in Washington, DC, as necessary. Must possess the following credentials/qualifications: Extensive specialized knowledge of ATF?s physical security and access control requirements .Wide-ranging experience in the field of law enforcement at both state/local and Federal level .Familiar with all current physical security and access control criteria/requirements applicable to the Headquarters project Experienced in analyzing/recommending physical security and access control requirements for other facilities of comparable size and complexity. Currently possesses required ATF background security clearance. This award will be made utilizing the simplified acquisitions procedure under FAR subpart 13.5. Award will be based on meeting the requirements listed above, on a all or none basis. All interested parties must submit a quote that demonstrate the capability to provide physical security and access control consulting services for the New headquarters project. to include cost, within 1 day after the date of this publication. All quotes must be registered in the (CCR) Central Contract Registry. Quotes are acceptable by mail or fax to 202 927-8688 to Attn: Sonia Goodman. All responses must be in writing. No telephone inquires will be accepted. No solicitation document exists. All quotes must include detailed literature on ability and resources to perform this service.
