- NA This solicitation is unrestricted. Estimated cost of construction is $5,000,000.00 to $10,000,000.00. The Standard Industrial Classification Code assigned is 1611 (NAICS) 234110 with a Size Standard of $28,500,000.00. Construction completion is 300 cale ndar days. Project consists of design/build multi-level parking structure (260? max. height, 550 parking stalls min.), including an access road, reworking the remaining portions of the west parking lot, a pedestrian tunnel, and landscaping. Allowance for a future expansion to the garage and for an elevated walkway will be considered in the design. This project will contain an Award Fee. THIS SOLICITATION WILL BE PROVIDED IN AN ELECTRONIC FORMAT, FREE OF CHARGE, TO ALL REGISTERED PLAN HOLDERS. THE MEDIA THROUGH WHICH THE GOVERNMENT CHOOSES TO ISSUE THIS SOLICITATION WILL BE ON THE WEB SITE; THIS SOLICITATION WILL NOT BE ISSUED IN PAPER. CONTRACTORS MAY VIEW AND/OR DOWNLOAD SOLICITATION INFORMATION FROM THE INTERNET AT HTTPS://EBS.NAB.USACE.ARMY.MIL. ALL CONTRACTORS MUST GO TO THIS WEB SITE TO REGISTER AS A PLAN HOLDER. IN ORDER TO REGISTER EACH CONTRACTOR MUST HAVE A VALID DUN & BRADSTREET NUMBER AND CAGE CODE NUMBER ASSIGNED FOR THE SPECIFIC LOCATION BEING REGISTERED AND ALSO BE REGISTERED IN THE CENTR AL CONTRACTOR DATABASE. EACH CONTRACTOR NEED ONLY REGISTER ONCE FOR EACH SOLICITATION. ONLY REGISTERED PLAN HOLDERS WILL BE PROVIDED THE SOLICITATION. This procurement will be advertised as a Request for Proposal and will be evaluated for Best Value for award of the project. The technical evaluation criteria will be established in the RFP. The Subcontracting Goals are: 60% to Small Business Concerns, 15% to Small Disadvantaged Business Concerns, 8% Women-Owned Small Businesses; 3% to Hubzone Small Bus inesses, 3% to Veteran-Owned Small Businesses and 3% to Service Disabled Small Businesses. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considere d for award of a Federal contract. The initial registration date expired 31 May 1998. For information regarding CCR registration, the CCR Web site can be accessed at http://www.ccr2000.com. Other information regarding registration can be obtained throug h CCR Assistance Center (CCRAC) at 1-888-227-2423. A paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation is scheduled to be issued on or about 28 May 2002 with proposals due on or about 27 June 2002.
