- Description
- The Health Resources & Services Administration (HRSA)/Center for Health Services Financing and Managed Care (CMC), synopsis/intend to negotiate, on a sole source basis, a contract with Michigan State University/College of Human Medicine, East Lansing, Michigan. This procurement shall be processed in accordance with the Contract by Negotiation Procedures as outlined in Federal Acquisition Regulations (FAR) Parts 15 and 6.302-1. The purpose of this contract is to continue the effort begun in FY 2001 regarding the collection and measurement of sentinel health outcomes by race and ethnicity, this phase of the activity will move the project from collection and determination of the validity and reliability of information collected by race and ethnicity, into application of that information in Medicaid managed care programs across the Nation. At the end of this contract, a small group of State Medicaid programs will have voluntarily participated in the implementation of this performance measurement process. Information regarding feasible approaches to organizing the collection of performance measurement information by race and ethnicity within the context of Medicaid managed care will be summarized, and the value of that information in motivating change within Medicaid managed care plans will be described. Because the program is a continuation of work started in FY01, the Contractor has spent a substantial amount of effort in developing a technical assistance network and will do this work with a large portion of the effort as an in-kind contribution. Any other source would have to duplicate a substantial variety of current and previous efforts to accomplish the same objectives.
