Description
Synopsis The Federal Aviation Administration (FAA) proposes to acquire by single source, software development services for Implementation of the scenario generator "Phase II" of the design developed by Gallium Software Inc., under Phase I which was for design of a scenario editor for the Human Factors Research Division (AAM-500) Air Traffic Control Advanced Research Simulator (ATCARS) This requirement is a follow-on to that initial development phase of the ATCARS simulator system development. Due to funding limitations, the implementation phase (current requirement) could not be funded with initial contract. Funding is now available to complete the implementation phase. Gallium has proprietary rights to system software specifications and the FAA does not have the information necessary for a competitive acquisition. Competition will be limited to Gallium Software , Inc., 303 Moodie Drive, Suite 400 Nepean, Ontario K2H9R4000, Canada. Gallium has been identified as the only source! that is uniquely qualified to perform the work due to their previous knowledge and experience with this particular FAA system. Gallium has the knowledge of the system, its requirements, FAA training development processes and requirements, and therefore does not require the lead time to be brought up to speed required of other contractors. No other contractor has this unique knowledge or experience necessary to complete in time to support the operational deployment of the ATCARS. Restricting competition on this procurement to this contractor mitigates risks to both the quality and on-time completion of these important product and is in the best interest of the FAA and the safety of the flying public.
