- Description
- It is the Government's intent to award a two-year basic contract with eight one-year options. This acquisition has been designated a Small Business Set-Aside, only companies meeting the requirements of the acquisition are allowed to participate. Upon contract award, the successful contractor shall provide the necessary personnel, equipment, tools, materials, supervision, and other items/services necessary to perform calibration, maintenance, and repair of Precision Measurement Equipment Laboratory (PMEL) services. The Government will select the best overall offer, based upon an integrated assessment of, Mission Capability, Past Performance, Proposal Risk, and Cost/Price. Contract(s) may be awarded to the offeror who is deemed responsible in accordance with Federal Acquisition Regulation (FAR) as supplemented, and whose proposal conforms to the solicitation's requirements (including all stated terms, conditions, representations, certifications, and all information required by Section L and M of the solicitation), and is judged to represent the best value to the Government. The anticipated release date for the solicitation is 06 June 2002. An industry day is scheduled for 18 June 2002, details will be posted to the PMEL website cited below. For the purposes of this acquisition, electronic procedures will be used to the maximum extent possible. The solicitation and all other information applicable to this procurement will be posted on the following website: http://contracting.hill.af.mil/html/PmelNew/new-pmelhp.htm. Interested parties are encouraged to visit the site frequently as changes may occur frequently. An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process.
