- This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number 13-3K47-02, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07. The NAICS code is 334516, with a small business size standard of 500 employees. The Government intends to negotiate sole source with Coastal Scientific, Inc, P.O. Box 21276, Catonsville, MD 21228 pursuant to FAR Subpart 6.3. The Government will award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The USDA=s Nutrient Requirement and Functions Lab requires the Consolidated Model SR-24EMCV double door, 24"x26"x60" direct steam heated sterilizer with transfer cart. Inside delivery is required to FOB destination to the Beltsville Agricultural Research Center, Bldg 308C, Beltsville, Maryland, 20705-2350 within 90-120 days of award. Price includes installation, start-up testing, and demo to customer. Powered lift gate required for delivery of sterilizer. Minimum 24 hour pre-notice of delivery. The requirements are as follows: right-hinged door on cabinet-control end, left-hinged door on recessed end, replacement parts must be commercially-available, non-proprietary parts that can be ordered by a local repair company that is not affiliated with any particular autoclave manufacturer, autoclave construction must include separate solenoid valves for all steam/water functions, service by the manufacturer should not require a minimum service charge. The unit should be controlled by a microprocessor with the following characteristics: the microprocessor controller should be an Intel 16 bit 80C188 microprocessor, running at 19.6 MHZ or equivalent, controller should be capable of sending control signals to 20 Opto-22 output relays and 4 Opto-22 input relays. To be equipped with an on board non-volatile SRAM with Phantom Clock to contain real time clock and calendar with an accuracy of +/- 1 minute per month and a built in battery guaranteed by the manufacturer for ten years. One mega byte of RAM memory on board (field upgradeable to 2 mega byte) that should contain all system firmware. 16 key membrane variety keypad or equivalent. Printer driver should be compatible with two different 24-column printers: a thermal printer, and an impact printer with a take-up spool. CRT interface should be a 7-inch monochrome monitor capable of displaying 25 lines of 80 alphanumeric characters each or equivalent that displays time, date, actual jacket pressure, actual chamber temperature, sterilization time elapsed, jacket pressure setting, temperature setting, sterilization time setting, status of all doors, status of the jacket, status of the automatic jacket program and the current chamber pressure AT ALL TIMES regardless of phase of cycle. A personal computer grade power-supply interface with built-in protection circuitry is to provide clean power to the microprocessor components. 15 year manufactures warrant on pressure vessel and 1 year parts and labor except on Charts & Door gaskets. 24 hour response time for repair service calls. All responsible sources may submit a quotation which will be considered by the agency. Responses shall include literature, brochures and other such information in order to determine the ability to meet the above stated capabilities. Fax quotations are acceptable to T.C. Section 508 Accessibility compliance Clause: All Electronic and Information Technology (EIT) procured through this Contract must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. (36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http:www.access-board.gov/sec508/508standards.htm-PART 1194). The following operating systems; 1194.25 Self contained, closed products; 1194.26 Desktop and portable computers. The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the EIT be compatible with such software and devices so that it can be made accessible if so required by the agency in the future. CONTRACT PAYMENTS (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) EFT compliance with 31 CFR 208. To facilitate EFT for contract payments, FAR clause 52.232-34 and 52.232-35 requires the submission of information by the contractor to the payment office.
