Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is UNRESTRICTED. The NAICS Code for this synopsis/solicitation is 339111. Solicitation number F19650-02-T-0022 is issued as a Request for Quote (RFQ). The Government intends to award one contract line item number (CLIN) for a laser transmitter. The Government intends to award one (1) contract line item number (CLIN), plus shipping, for a Laser Transmitter. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-6 effective 4 April 2002. The procurement for the Laser transmitter is required to have the following specifications: Flash lamp pumped Alexandrite laser with tunable high power output. The tuning range is from 720 nanometers (nm) to 800 nm. Pulse duration from 50 to 100 nanoseconds. Pulse energy should be greater than 0.1 Joule at 727 nm and the repetition rate 30 pulses per second or higher. Pulse energy measured at the peak wavelength has to be better than 200 mJ (2E-1 Joule). Require continuous-wave diode laser injection seeder to warrant laser spectral width less than 60 Megahertz (MHz) at 727 nm. Proof of meeting the spectral width requirement is required. Require that the laser oscillator based on a ring cavity configuration to warrant wavelength stability and high power operation. Long-term spectral stability is required to be better than 100 MHz /hour and 300MHz/day. Require resonator with shot-to-shot active stabilization of the cavity length to ensure a Single Longitudinal Mode output. This feature is critical for the operation of the Differential Absorption Lidar and temperature Lidar to be built with this laser. Beam divergence is required to be better than 1.5 times the diffraction limit for top hat or gaussian output. The manufacturer has to show that they have demonstrated and delivered systems meeting these requirements. Require references and proof that systems delivered by the manufacturer have been used successfully in LIDAR systems. It is required that the manufacturer is capable of providing an upgrade for future operation in the near infrared range (0.9 to 2 micrometers) and ultraviolet range. Manufacturer has to demonstrate that they have delivered these upgrades. Require that the optical and electrical systems be constructed in a modular configuration to facilitate future repair and upgrade. Only 60Hz electrical power requirements are considered. Quotations that do not include prices for all Requirements will not be considered. The item must be delivered no later than 28 Jun 2002 at AFRL/VSOSR, Building 1110, Hanscom AFB, MA. 01731. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors- Commercial, FAR 52.212-2, Evaluation -Commercial Items: Award will be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability, past performance, and price. Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items. FAR 52-212-3 and DFARS 252.212-7000, Offeror Representations and Certification-Commercial Items (all offerors shall include a completed copy of this provision with their proposal); FAR 52.212-4- Contract Terms and Conditions-Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, (in paragraph (b) the following clauses apply; FAR 52.203-6, 52.219-8, 52.219-19, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52.222-37), FAR 52.204-6, 52.232-33, 52.252-2, DFARS 252.204-7001, 252.204-7004, 252.212-7001 the following apply: 252.225-7001 252.212-7002 and 252.225-7012. Clauses and provisions may be accessed in full text at http://farsite.hill.af.mil/ . All offers are due no later than 3:00PM (Eastern Standard Time) 14 May 2002. Offers may be mailed to ESC/PKOP, ATTN: Lt. Christopher Koehler, 20 Schilling Circle, Bldg 1305, 3rd Floor, Hanscom AFB, MA 01731-2800 or emailed to Christopher.Koehler@hanscom.af.mil or faxed to (781) 377-4324. ATTN: Lt. Christopher Koehler.
