- Description
- The proposed acquisition is listed as a full and open competition requirement. The NAICS Code is 541611. The Program Support Center, Division of Acquisition Management plans to issue a Request for Proposal (RFP) to provide technical assistance that will help State Lead Agencies on the use of the Child Care and Development Fund (CCDF) to support services and programs that serve infants and toddlers both directly and through coordination with other government programs and other sectors at a national level. The specific goals of this project include: To identify ways that all 50 States and communities are using CCDF subsidy and quality dollars to support infant and toddler programs, and to share these practices and approaches with other States; To identify administrative and implementation issues related to CCDF investments in infant and toddler programs, and to provide information and context (about barriers, problems, opportunities) as well as practical tools that will help CCDF administrators make decisions; To identify other major programs and sectors that are potential partners for CCDF in supporting infant and toddler programs, and to identify models, strategies and tools for coordination with other programs such as Early Head Start and sectors in support of child care for infants and toddlers; and to provide programmatic planning, resources, and development services to State child care infant and toddler teams. Although this project may provide technical assistance on some topics that apply to the general child care field (e.g., professional development, building capacity, improving quality), this Project will focus specifically on how these issues relate to child care programs and services that serve children ages birth to three years of age. THE TASKS UNDER THE PROPOSED PROJECT WILL INCLUDE: Consultation and Work Planning; Building a National Knowledge Base on Infant and Toddler Care Initiatives in States; Providing intensive, On-site Technical Assistance to 10 States per year; Develop & Disseminate Materials on Infant and Toddler Policies, Programs, and State and local Systems; and Delivering Training and Presentations on State and Community Infant and Toddler Policies and Programs. The anticipated period of performance is a base period of one (1) year with two (2) twelve (12) month option periods. A cost-reimbursement level of effort contract is planned.
