- Description
- NASA/ARC plans to issue a Request for Quotation (RFQ) for a 24in chord by 32in span NACA0036 airfoil with Gills actuators (oscillatory blowing). The 2-D airfoil model will be designed for testing in the Ames Fluid Mechanics Research Lab 32X48 inch Low Speed Wind Tunnel. The model includes (12) Gills Actuators, (30) static pressure taps, (4) Gills plates with continuous slots and (4) dummy Gills plates with no slots. The airfoil will be CNC machined from a high density Urethane based tooling material. Wiring between the actuators and the base of the model will be provided for the actuators. Tubulation for the static ports will extend from the base of the model. A cooling fan will be incorporated, which draws ambient air from the base of the model and distributes the air to all of the actuators. A safety analysis report complying with the NFAC standards for this specific wind tunnel will be provided. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the items from Domzalski Machine of Gilbert, AZ under the authority of 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. This wind tunnel model is a unique, patented, proprietary design of Domzalski Machine. Therefore, no other sources can meet our requirements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on May 22, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See NASA Specific Note "B".
