Description
In accordance with FAR Part 12 Commercial Procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Horiba Instruments Inc. for preventive and remedial maintenance on all Horiba Instruments Inc. instrumentation, benches, CVS units, and dynamometers located at the EPA's National Vehicle and Fuel Emission Laboratory (NVFEL) in Ann Arbor, Michingan. The contractor shall furnish all parts, labor, supervision and equipment necessary to provide preventive maintenance and remedial maintenance. The Preventive Maintenance shall be provided for the five (5) Horiba 2WD Light Duty Electric Dynamometers. The Remedial Maintenance shall be for ALL of the Horiba Dynamometers, Instrumentation, Benches, and CVS Units. *Note: For the MEXA 7200 and MEXA 7500 Analyzer Benches, any programming changes will require a password. The period of performance is May 23, 2002 through November 30, 2002. The contractor shall allow the government the option to extend the period of performance for three (3) additional 6-month periods ending May 31, 2004. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by EPA by close of business May 16, 2002 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TELEPHONE RESPONSES WILL NOT BE HONORED.
