Description
THIS IS AN AMENDMENT TO CBD NOTICE 50Q1V1. The respective solicitation has been changed since the initial synopsis submission. The U.S. Environmental Protection Agency (EPA) intends to negotiate on a Sole Source basis with Rupprecht & Patashnick Co., Inc. to design and construct two (2) rugged vehicle exhaust Particulate Mass Measurement Modules (PM3) for the Simple, Portable On-board Test (SPOT) system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This work shall be accomplished for the EPA's Office of Air and Radiation National Vehicle and Fuel Emissions Laboratory (OAR/NVFEL) Assessment and Standards Division. These systems will enable the EPA to measure exhaust PM from heavy-duty diesel engines while the engines are operated in the field under "real world" conditions. There are three (3) phases to the requirement: Phase 1, Proof-of-Concept Prototype Design, Construction and Testing (270 Days); Phase 2, Production Prototype Construction and Testing (90 Days); and a Final Report (90 Days). There is one (1) Option for one (1) additional PM model. Negotiations shall be conducted pursuant to the authority of 41 U.S.C 23(c)(1) which allows for contracting without full and open competition if there is only one responsible source. However, interested parties may identify their interest and capability to respond to the requirement by submitting appropriate documentation to the office identified above, ATTN: Camille Warfield, by fax (513) 487-2107 or by e-mail to Warfield.Camille@epa.gov. Documentation must be received by EPA within 15 calendar days after the date of publication of this synopsis in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS Code for this acquisition is 546190. TELEPHONE REQUESTS WILL NOT BE HONORED. FAR Part 12 procedures will not be used.
