- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is TIRSE-02-Q-00047 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-06. This is an unrestricted procurement and a waiver of class set-aside has been requested. The following codes apply: Principle Product Code ? W074, NAICS ? 532420. The Small Business Administration (SBA) size standard for this service is $5.0 million The Internal Revenue Service requires the lease of mail processing system for 48 months (1 base year and 3 option years) to be delivered and installed at Internal Revenue Service (IRS), 31 Hopkins Plaza, Baltimore, MD 21201 FOB DESTINATION. The initial period of performance is expected to begin 6/03/02 and go through 5/31/03 with three one-year option periods not to exceed 48 months. CLIN 0001 Mail Processing Equipment: a) System should include computerized mail machine with built-in accounting report printer, 30-lb differential weighing electronic scale platform. b) Mail machine needs to feed, seal, meter and stack mail from 120-180 pieces per minute without operator intervention. c) Mixed Mail Feeder must be able to simultaneously process envelopes that vary in thickness, size, weight, sealed/unsealed flaps, flapped/unflapped, run thickness up to ? inch, d) Meter must be able to apply postage in increments from $0.01 to $99.99 with a single pass. e) Weighing system must automatically weigh, calculate correct postage and set the postage meter. Mail pieces processed can be up to ? inch thick and be able to process varying weights up to 16 ounces in mixed batches, up to 90 envelopes per minute. It should have a pre-set weigh feature for automation mail by weight from 10 ounces to 16 ounces. The system should automatically determine if a one-ounce letter requires an extra $0.11 for over-sized mail. CLIN 0001A Equipment Maintenance and Software Agreement to include all parts, all labor, all travel time, unlimited service calls, life-time operator training, 2-4 hour service response, at least two preventive maintenance calls per year, and replacement of equipment with same brand and model or better. THE FOLLOWING FAR CLAUSES/PROVISIONS APPLY TO THIS SOLICITATION: FAR clause 52.212-1, Instructions to Offerors-Commercial Items, FAR clause 52.212-2, Evaluation-Commercial Items, (a) the Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability and price. Technical capabilities are a) accuracy of weigh/postage b) automated volume/time c) size/thickness of envelope. Technical factors are more important than price.
