- THE PURPOSE OF THIS NOTICE IS TO SEEK POTENTIAL SMALL BUSINESS FIRMS AND TO DETERMINE THE FEASIBILITY OF A SMALL BUSINESS SET-ASIDE FOR THIS PROJECT. The Pacific Division, Naval Facilities Engineering Command PACNAVFACENGCOM), Pearl Harbor, Hawaii plans to solicit for Historic Preservation Services (NAICS 712120/$6 Mil) in Hawaii, Guam, Commonwealth of the Northern Mariana Islands, and elsewhere under the cognizance of Pacific Division such as Wake Island, Midway, Japan, Singapore, Australia, and Diego Garcia --The Historic Preservation services, in compliance with the Department of the Navy's OPNAVINST 5090.1, NAVFACENGCOMINST 11010.70, The National Historic Preservation Act of 1966, as amended and other Federal statutory requirements, include (1) Archaeological Survey: Phase I Reconnaissance; (2) Archaeological Survey: Phase II Detailed Recording; (3) Archaeological Monitoring; (4) Emergency Data Recovery; (5) General Laboratory Analysis; (6) Interim Site Protection; (7) Archaeological Subsurface Testing; (8) Fieldwork at Hazardous Waste Sites; (9) Documentary Archival Research; (10) Archival Document Reproduction; (11) Preparation of National Register of Historic Places (NRHP) Registration Forms; (12) Integrated Cultural Resource Management Plans (ICRMP)/ Agreement Documents; (13) Cultural Resource Management Overview Survey; (14) General Macro-Botanical Identification; (15) Carbonized Wood Species Identification; (16) Charcoal Particle Counts; (17) Radiocarbon Dating; (18) Pollen Extract Preparation; (19) Stable Carbon Isotope Analysis; (20) Pollen, Phytolith, Faunal, and Mechanical Soils/Sediment Sampling and Analysis; (21) Ceramic and Diatom Analysis; (22) Stone Sourcing and Residue Analysis; (23) Geo-morphological, Historical and Ethnographic Studies; (24) Interpretative Programs; (25) Scientific Illustration; (26) Electronic Graphics; (27) Geographical Information Systems; (28) Architectural History Studies; (29) Historical Architectural Studies; (30) Photographic Documentation; (31) Historic/Cultural Landscape Studies; (32) Historic Preservation Studies; (33) Report Reproduction; and (34) Backhoe/Front-End Loader. The Contractor will furnish all labor and supervision planning, scheduling, tools and equipment necessary to provide archaeological services. This will be an Indefinite Quantity type contract under which work will be required on an "as needed" basis, intermittently during the life of the contract. The contract includes for a base period and four (4) option years. This procurement will be solicited as competitive negotiations utilizing formal Source Selection Procedures. Many military areas of work are anticipated under this contract. The field crew of the potential contractor shall be composed of personnel who can qualify for access to any of these areas. The Government utilizes the following software suite: Microsoft WINDOOWS NT 4.0/5.0 WORKSTATION, Microsoft OFFICE 2000 PROFESSIONAL (WORD 2000, POWERPOINT 2000, EXCEL 2000, ACCESS 2000). In preparation of documents and correspondence, the contractor shall ensure compatibility with the government's software. Interested parties are requested to submit their Qualification statement and respond to the following questions marked for Solicitation N62742-02-R-1803: (1) How many professional staff archaeologists and historians do you have on your staff that meet or exceed the minimum requirements of a graduate degree in anthropology or related field (as defined in Federal Register, Vol. 62 (119): 33707-337231 dated June 20, 1997) with a minimum of 3 to 10 years(field/laboratory technicians, 3 years; project director, laboratory directory, field supervisor, 5 years; principle investigator, 10 years) of practical experience for working in the Pacific and Asia? (2) Does your firm have the capability to mobilize and handle more than one large scale (multi-level labor category field team for 3 weeks or more) project at the same time in different parts of the Pacific, e.g. Hawaii, Japan or Diego Garcia? (3) What laboratory analysis facilities and equipment do you have available, including alternative resources for simultaneous projects, and facilities for long-term storage and curation? (4) Would you be able to respond to an emergency requirement in Hawaii or Mariana Islands within 24 hours or less? (5) Provide a list of historic preservation projects (e.g., survey, data recovery, geographical information systems, etc.) you have performed within the past five years in Hawaii and Asia or other areas in the Pacific that best demonstrates your technical expertise, indicating contract number, project description, contracting officer/owner's point of contact and telephone number;(6) Provide a name of your point of contact with telephone number, email address, fax number; For active contracts, projected revenue for CY 2002 and CY 2003? (7) Firm's number of employees; number of years in business; average annual revenue and total in-house workforce, for the past 3 years; Parent Company; (8) Firm's capability and ability to link to the government's automated work reception and tracking system. Indicate the firm's present workload. Submit one hard copy of your Qualification Statement plus one electronic copy (3.5" diskette or CD-ROM) to the Commander, PACNAVFACENGCOM, Acquisition Department, Pacific Environmental Contracts Division (ACQ0231:Velma Wong), 258 Makalapa Drive, Suite 100, Pearl Harbor, Hawaii 96860-3134, no later than 2:00p.m., HST, 22 May 2002 and marked for Solicitation N62742-02-R-1803.
