- Description
- This is a sources sought synopsis. This is not a request for proposals and in no way obligates the Government to award a contract. The Naval Air Systems Command (NAVAIR) has a requirement for nationwide wireless telecommunication services, including cellular telephone equipment, accessories, and airtime. The initial requirement is for nationwide wireless telecommunication service for approximately 1,600 users at NAVAIR headquarters at Patuxent River, MD (to include the Webster Field Annex at St. Inigoes, MD), with the option for expansion to NAVAIR users at Cherry Point, NC; China Lake, CA; Lakehurst, NJ; North Island, CA; Orlando, FL; Point Mugu, CA; and San Diego, CA. Currently, the total effort represents approximately 2,800 users nationwide. The average monthly airtime minute usage at Patuxent River, MD for the most recent two billing cycles was 214,000 airtime minutes. Information on prospective wireless service providers will be gathered through capability briefings to be held Wednesday, May 29th and Thursday, May 30th at NAVAIR headquarters, Patuxent River Naval Air Station (NAS). Briefings shall include: (1) Company profile, company size and description of experience in the wireless telecommunication service industry; (2) Description of existing nationwide coverage area, as well as plans for expansion, and the extent to which the eight identified NAVAIR sites are included therein, (3) Description of equipment offerings, including features, accessories and repair/replacement/warranty information, (4) Description of current wireless service plan(s) and program(s), including standard and optional calling feature details, (5) customary business practices, procedures and/or policies regarding customer service; billing (include example format); ordering of equipment/services; activation and deactivation (include standard times); and equipment/technology obsolescence. Briefings shall not include pricing information. Interested wireless service providers shall email company name, point of contact information (telephone number(s) and email addresses) to younglj@navair.navy.mil no later than 4:00 p.m. EST May 17, 2002. Providers will be notified via email of scheduled time, date and location at least seven (7) calendar days in advance. A box light projector, laptop computer and screen will be provided for providers who wish to deliver presentations utilizing Microsoft Power Point. The laptop to be provided supports Microsoft Power Point 98. The contractor shall provide any other special equipment needed. The use of commercial product literature and product demonstrations is acceptable. Providers wishing to deliver presentations utilizing Microsoft Power Point shall bring an electronic version of the presentation on a virus-free 3.5 inch disk in an IBM-compatible format. On the day of its scheduled presentation, each provider will be given fifteen (15) minutes of preparation time in the room where briefings are to be held prior to the briefing. This preparation time will be followed by Government introduction of the eight (8) Government attendees. Briefings shall not exceed one hour. Neither the preparation time nor the Government introduction will count against the briefing time. At the conclusion of the briefing, the Government will be given an opportunity to ask questions, if any, to clarify information presented in the brief. The intent of the briefings is to determine if sources capable of satisfying agency requirements exist, develop a better understanding of industry practices, and to arrive at the most suitable approach of acquiring the required products and services. Providers are limited to not more than five (5) attendees, including presenters. Providers with planned attendees without Patuxent River NAS decals and identification badges shall provide the name, SSN, date and place of birth of these individuals with their expression of interest so that arrangements can be made for their admittance to the NAS.
