Description
The Bureau of Indian Affairs (BIA)-Office of Indian Education Programs, Center for School Improvement (OIEP-CSI) is requesting proposals to develop and deliver on-going and sustained professional development programs for OIEP personnel who work with students with special education needs. The goals of this initiative are to: (1) increase the numbers of state certified special education teachers in BIA funded schools, (2) increase the numbers of paraprofessionals with an AA degree, in early childhood, special education or general education in BIA funded schools and (3) provide training and technical assistance opportunities on topics related directly to serving students with disabilities and their families. Through PL 105-17, Individuals with Disabilities Education Act (IDEA), the BIA is required to have a Comprehensive System of Personnel Development (CSPD) plan. A critical aspect of the plan calls for partnerships and collaboration with Tribally Controlled Community Colleges and other institutions of higher education to address teacher quality and personnel shortages in the twenty-three (23) states where BIA schools are located. Proposals may be written to address one or more of the following: Priority 1 -- Professional Development (1a) Development of AA degree programs in education, special education or early childhood for paraprofessionals. (1b) Development of a Bachelors degree in a special education program that leads to state certification. This initiative may include dual certification, in special education or general education teachers. (1c) Development of a Masters level special education program that leads to state certification. Priority 2 ? Training and Technical Assistance (2a) In coordination with OIEP/CSI, provide coordinated regional training on topics related directly to serving students with disabilities and their families. All training must offer college credits. (2b) Based upon a school wide improvement plan, the delivery of individualized, on-site training and technical assistance training must offer college credits. OIEP reserves the right to make awards based on proposal content and the needs of specific geographic areas. Proposals should include a detailed description of the proposed objectives. The narrative (excluding the abstract and appendices) should not be more than twenty (20) pages, double-spaced and using a twelve (12) font. Supportive documents may be included in the Appendices. Proposals will be scored according to the following point system. The proposal must address the following areas and in the following order: 1) Proposal cover page (0 points); 2) Abstract (0 points) A one page summary that outlines the overall goal, major objectives, number of expected participants, geographic area to be served and expected outcomes; 3) Methodology & Design (35 points) This should be a detailed statement of work that identifies targeted participants, geographic area to be served, the type of program, courses and certification to be offered. Benchmarks and timelines should also be outlined. 4) Organizational Capabilities (15 points) Demonstrate the capability of the organization. Describe similar programs previously administered and the qualifications of key staff. 5) Program Evaluation/Quality Assurance (25 points) Describe how the program will evaluate and monitor the progress of the project in meeting stated goals and objectives. 6) Budget and Cost Effectiveness (25 points) Provide a yearly budget with justification. 7) Appendices (optional ? 0 points). Special notes: Proposals submitted by a Tribally Controlled Community College (TCCC) will receive 10 extra points. Proposals submitted by a State Institution of Higher Education in partnership with a TCCC will be awarded 5 extra points; however, a letter of partnership must be submitted and signed by a TCCC official. Proposals (hand delivered or mailed) must be received at the CSI no later than 5:00 pm, Mountain Standard Time, on June 7, 2002.
