- NA Description: THIS NOTICE IS NOT INTENDED TO SOLICIT INTEREST FROM NEW CONTRACTORS FOR THIS RFP, BUT TO NOTIFY POTENTIAL SUBCONTRACTORS OF THE PRIME CONTRACTORS SELECTED TO PARTICIPATE IN THE SECOND PHASE OF THIS TWO-PHASE DESIGN BUILD PROJECT. Phase One ha s concluded and offerors have been selected to proceed to Phase Two. Phase Two documents will be issued on or about 15 May 02. Phase Two proposa ls will be due on or about 28 Jun 02. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at https://ebs.sas.usace.army.mil/. Description of Work: This solicitation is for the design, perm itting, site preparation and construction of a Basic Combat Trainee Barracks Complex at Fort Jackson, South Carolina. This is a standard-design battalion-size Basic Combat Trainee complex for 1200 soldiers in training. It consists of open-bay billeting spa ce, five company headquarters, classroom space, battalion headquarters and a standard design dining facility sized to support 800-1300 soldiers. The project includes all structural, electrical, mechanical, fire protection, information systems, intrusion de tection system and Anti-Terrorism/Force Protection measures. Supporting facilities include water, electrical, street lighting, access roads, parking, sidewalks, curbs & gutters, paving, fencing, loading docks, sinage, a running track/outdoor instruction/ph ysical training area, troop assembly & staging areas. Additionally, heating and 1,680 tons of air conditioning will be provided by connection to new Central Energy Plant that will be constructed as part of this Project. This project shall be designed by re gistered architects and engineers employed by or subcontracted by the successful contractor. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, offers the ?Best V alue? to the Government, price and technical factors considered. The estimated cost of the project is between $25,000,000.00 and $1000,000,000.00. Network Analysis will be required. Notification of amendments will be through use of the Internet. No additio nal media (CD-ROM, floppy disks, faxes, etc.) will be provided.
