- NA PROJECT INFORMATION: Solicitation No. DACA45-02-B-0009 on or about 21 May 2002, this office will issue Invitation for Bids for the construction of the LIVE ORDNANCE LOADING AREA LOLA, ELLSWORTH AFB, SD. Bids will be opened on or about 20 June 2002. This s olicitation is unrestricted and open to both large and small business participation. NAICS code is 234110. Contractors interested in inspecting the site of the proposed work should contact the Ellsworth AFB Resident Office, U.S. Army Corps of Engineers, P. O. Box 669, Box Elder, South Dakota 57719, Telephone: 605- 923-2983 or Fax: 605-923-2558. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: Approx. quanti ties: Work consists of providing a hard pan area for aircraft parking and loading/unloading operations. The area will encompass approximately 45,900 SM of concrete apron work 494,000 SF. Other work includes the construction of the LOLA Building 520 SM co mplete with parking, access road and drive through entrance/exit, and an enclosed four bay drive through. Site work includes utility demolition, utility replacement, pavements concrete, lighting, storm drainage and grading. The new access road will be appr oximately 1,500 LF long and 20 LF wide and built to access the apron. Exterior building materials and work include CMU split face block, standing seam metal roof, and foundations and slabs. Interior work includes walls of 8 inch CMU with painted finish. Ro oms include unisex bathroom, three storage areas. Plumbing, HVAC and electrical work will be required. The estimated construction cost of this project is between $7,500,000 and $10,000,000. Contractor's Quality Control will be a requirement in this contrac t. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engin eers considers the following goals reasonable and achievable for fiscal year 2002: a. Small Business: 61.4%of planned subcontracting dollars. b. Small Disadvantaged Business: 9.1% of planned subcontracting dollars. c. Women Owned Small Business: 5.0% of pl anned subcontracting dollars. d. Severely Disabled Veterans: 3.0% of planned subcontracting dollars. e. Hubzones: 2.5% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in th e time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk CD-ROM and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one per firm. Pla ns and Specifications will not be provided in a printed hard copy format.
