- NOTICE OF CONTRACT ACTION (NOCA). The Cryptologic Systems Group (CPSG) intends to award on a sole source basis a Fixed Price contract for the procurement of the ARC-210 Receiver/Transmitter Radio to the OEM, Rockwell Collins, Government Systems Division, 350 Collins Road NE, Cedar Rapids, IA 52498. This requirement was previously announced in a Sources Sought Synopsis in the FedBizOps on 18 April 2002. This proposed acquisition will include the following: 9 each ARC-210 Receiver/Transmitter Radio (RT-1797), NSN: 5821-01-476-3650CA, P/N: 822-0878-002. Required Delivery: 90 Days after issuance of the contract. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make an award by July 2002. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within fifteen (15) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign owned. An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
