Description
The Air Force Research Laboratory (AFRL), Space Vehicles Directorate (VS), Kirtland AFB, NM is seeking sources for a Technology Planning Support contract to provide strategic planning support, technology planning support, investment analysis, database management, and development and analysis of advanced space system concepts. The effort will require support to AFRL in the creation and tracking of VS strategic plans. We will require support to incorporate comments received on draft plans and to ensure appropriate representation of VS technologies and their interface to customer requirements and Air Force goals. The effort will require support for technology planning. Assistance will be required in the collection and understanding of MAJCOM (user) customer requirements from mission areas through deficiencies, concepts, technology needs, and down to individual VS technology efforts. This may include interface with the user community through Technology Planning Integrated Product Team (TPIPT) representation. VS will require assistance in the interface, integration and coordination with other Service/Agency programs. These activities include interface with the headquarters planning staff at AFRL/XP, other directorates within AFRL, SMC/XR, and coordination with other MAJCOMs, Unified Commands and other DoD and government agencies, as well as industry. The effort will require database support and management, including support integrating VS data with the Directed Energy Directorate (DE) data into the Requirements Correlation Database (RCDB) that contains the correlation of customer requirements to the directorate's technology development efforts. This support shall be in the form of database maintenance and management. This includes creating tables, modifications to tables, building queries, building reports, inputting data into the database, and extracting information from the database by using query reports. Knowledge of Microsoft Access, ORACLE, Standard Query Language, and/or other relational databases is required to help current interfaces and future transitions. The effort will require support to the VS innovative concepts group by developing new system concepts that leverage advanced technology, innovative integration of subsystems and components, and new ways of operating space systems to enable enhanced military space capabilities. This effort will identify, formulate, and develop concepts enabled by space systems technology for next generation Air Force warfighting systems as well as high payoff, revolutionary, component and subsystem technologies. This effort will identify integrated component, satellite and system architectures enabled by these technologies, perform analyses to determine the advantages of these new concepts, and identify development and validation requirements and methods for these systems. This sources sought synopsis is to determine if there are enough qualified small businesses available to set aside. Resultant contract may contain an organizational conflict of interest clause. Contractual effort is contemplated to be a 60-month effort with an anticipated ceiling of $5M. The contract type contemplated is a cost reimbursement type contract. Interested organizations should be able to demonstrate their ability to manage a broad-based support effort as noted in the task areas and may be required to an SCI or a Secret facility clearance to support the effort. The topic area may involve technology that is subject to U.S. Export Control Laws. Organizations possessing the capability to provide the support are invited to submit their qualifications. Experience: An outline of previous projects, specific work previously performed or being performed and any in-house work that is relevant to the requirements listed above. Personnel: Name, professional qualifications and specific experience of scientific, engineering and program management personnel or consultants who might be assigned to work in areas of the subject effort. A statement regarding industrial security clearance and storage facilities to support at least work at the Secret level. Information is required as to whether your firm is considered a small business. For this proposed acquisition, the NAICS 5416, Management, Scientific, and Technical Consulting Services and more specifically 541611, Administrative Management and General Management Consulting Services is being used, with a size standard of $5M for small business. Within 30 days of this announcement, interested firms responding should indicate if they are a Small Business, a Socially and Economically Disadvantaged Business, an 8(a) Certified Business, a Woman-Owned Business and/or a HUBZone Certified Small Business Concern, provide a Statement(s) of Capability to Air Force Research Lab (AFRL), Det 8, Directorate of Contracting/PKVE, Attn: Scott Brown, Kirtland AFB, NM 87117-5773. Others send a letter stating interest in receiving the RFP when it is released. A draft RFP will be issued. All respondents desiring a copy of the solicitation must provide a mailing address and indicate whether they contemplate using foreign nationals on this effort. Foreign prime contractors are excluded from the bidding. An Ombudsman has been appointed to mediate concerns from offerors or potential offerors during the pre-proposal phase of competitive, negotiated acquisitions. The Ombudsman does not participate in proposal evaluation or contractor selection. The ombudsman can induce responsible acquisition officials to respond to concerns, but cannot usurp the authorities of the Contracting Officer?s Representative or Contracting Officer. When requested the Ombudsman will maintain the confidentiality of sources.
