- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is F04700-02-T-0046. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-24 and DFARs Change Notice (DCN) 20001213. Standard Industrial Classification (SIC) code is 3699. North American Industry Classification System (NAICS) Code is 333319. This acquisition is a brand name or equal acquistion which must include the following Contract Line Item Numbers: CLIN 0001 Quantity (1) each, Integrated General Aviation Training Environment (iGATE) System, Elite Simulation Solutions-USA; CLIN 0002 Quantity (1) each, 3 Channel External Visual System, Elite Simulation Solutions-USA. This requirement is a brand name or equal acquistion to include the following minimum characteristics: CLIN 0001: The Integrated General Aviation Training Environment (iGATE) must be an all digital training system which combines a simulator with state-of-the-art flight dynamics for several types of aircraft and capable of advanced avionics, i.e., HIS's, RMI's, etc. System should be a fully integrated simulator and multi-functional training station with all components integrated and self-contained in an ergonomically designed flight console, thus enabling the station to be used on a desktop or in an enclosed cockpit environment. The station should also come complete with an LCD Main Display, with a separate graphical instructor's station. Moreover, users will need the capability to monitor vertical and horizontal flight profiles, change weather or invoke failures to any instrument receiver, system or engine, all independent of the simulation. CLIN 0002: 3-Channel External Visual System should be a high resolution external visual system with improved 3-dimensional weather generation, practice mode for taxi skills, basic visual navigation skills, and unusual attitude IMC recovery. CONTRACTORS MUST COMPLY WITH DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 2000).
