Description
The Air Force Flight Test Center (AFFTC), Edwards AFB intends to solicit and award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures to Telectronics Technology Corp. (TTC), Bristol, PA for airborne equipment in support of flight test data acquisition as listed below. The NAICS code is 334112 with a SBA size standard of 1000 employees. The following items will be procured: 1. Four each, 20 Channel Differential Analog Multiplexer Card, Zero calibration and voltage substitution, +/- 30 VDC over voltage protection, 2 programmable constant voltage excitation sources. Part number AMD-120A 2. Three each, 42 channel single-ended analog Multiplexer card, software programmable overhead gain and offset, zero calibration and voltage substitution, +/- 30 VDC overvoltage protection, 1kOHM input impedance. Part Number is AMS-142A. 3. Three each, RS-232 bus monitor card-4 Channel, 4.8 to 115 Kbaud per channel, External pulse for synchronization (1 per channel) fully programmable on a per-channel basis. Part number is BIM-232. 4. Two each, Built in Test and Transmitter Card, provides a limit comparison of PCM data. It has programmable flags outputs that can be used to drive panel gauges for real time monitoring of parameters. Provides 10 opto-isolated outputs for controlling transmitter frequency. Part number is BIT-100. 5. Four each, 48 Channel fully programmable bi-level card, programmable input tigger modes. Can be programmed using windows. Part Number is BLS-148. 6. Nine each, MIL-STD-1553 Bus monitor card, full IRIG-106-96, chapter 8 compatible, dual redundant. Supports high, low, and micro time tags per message. Part number is BIM-553-8. 7. Six each, CAIS-compatible avionics data acquisition unit- 12 Slot, handles up to 8 MIL-STD-1553 bus inputs/discretes, single voice channel with CVSD digital voice encoding algorithm, IRIG-B time code reader generator accepts plug-in signal conditioners, provides high speed composite outputs, fully programmable via RS-232/422 or CAIS bus. Part number is CDAU-2012. 8. Two each, One-channel video encoder Unit accepts composite in and outputs clock and data. The video compression is based on the H.261 algorithm. Part number is CVM-104. 9. Three each, Frequency/Period conditioner card-4 channel, software programmable for the frequency, period and accumulator modes, 19 bit resolution, front-end selectable AC or DC coupling, inductive style pickups and digital (TTL) inputs. Programmed using window based software. Part number is FPD-104A. 10. Three each, LVDT conditioner card-3channel LVDT/RVDT signal conditioner provides high performance radiometric tracking and linear conversion to 14-bit resolution. The input range is software programmable from 1 VRMS to 10 VRMS. Operates from 400Hz to 10 Khz. Part number is LRV-103. 11. Two each Bus controller module used with the MCDAU-2000. This card initiates all command on the bus based on a preload schedule. It performs word/message validation and extensive built in test (BIT). The part number is MBCT-553. 12. Two each, MIL-STD-553 Bus monitor, dual redundant direct or transformer bus coupling, supports high, low and micro time tags per message. Part number is MBIM-553-4. 13. Two each, Miniature CAIS data acquisition unit, remote or master, system can be expanded via plug-in modules, operates up to 5 Mbps. Supports ?true subcommutationons? format up to 8 formats with 128,000-words/major frames per format. Part number is MCDAU-2000. 14. Two each, Used with the CDAU-20XX master unit to either support stand-alone operations or when configured as a master unit to control the CAIS communication on a system wide basis. Part number is MCI-105. 15. Two each, Time code reader/Generator module. IRIG-B format accept modulated (AC) or unmodulated (DC) inputs. Generated IRIG-B DC output. Generates status words for transmission in PCM. Time compatible with IRIG-106-96. Part number is MIRG-101B. 16. Two, each, Three-channel programmable secondary PCM output card. It can be used as a master or as a stand-alone. Outputs operate at programmable rates up to 5 mbps. Data and clocks are provided in RS-422 (differerential TTL) and TTL (single-ended) formats. Part number is PSO-103. 17. Four each, Card to be used in the CDAU-20XX master or remote unit to support CAIS communications. The card also accepts an external IRIG B time source for frame tagging purposes and for time tagging certain types of acquired BUS data with an associated time of occurrence on a per-message or per-channel basis. Part number is RCI-105 18. Three each, Thermocouple reference junction-8 channel. It provides the interface point between thermocouple materials and copper wire. Part number is RJC-800. 19. Three each, Sixteen-channel differential RMS converter card. RMS to Digital converter, it digitizes the input voltage, performs the RMS calculations and encodes the signals into data words for transmission in the system PCM output. Part number is RMS-116. 20. Three each, Twenty-channel RTD conditioner card with constant current excitation. The card is a 20-channel RDT signal-conditioning card. It provides dual-tracking constant current excitation and signal conditioning for RDT inputs. Part number is RTD120A 21. Four each, Eight-Channel Signal conditioner card with programmable voltage excitation card. Software programmable gain and offset per card, software programmable per channel with +/-0.5% accuracy. 6-pole butterworth pre-sample filter with selectable Fco, Zero, Rcal, and voltage substitution calibration. Part number is SCD-108S 22. Four each, Eight Channel AC-coupled signal conditioner card with current excitation (accelerometers) it has offset correction, software programmable gain and offset per channel with +/-0.5% accuracy. One pole high pass filter, with Fco at 6.5 Hz and 6-pole butterworth presample filter with selectable Fco, Aero, rcal and voltage substitution calibration. Part number is SCD-608P 23. Three each, Two-channel serial data input card used with the CDAU-20XX. This module can be used to integrate PCM encoders from different vendors with the TTC products. Each channel accepts either a single ended or differential inputs at a standard rate of 2 Mbps on a per-channel basis. Part number is SDI-102 24. Eleven each, Synchro-resolver conditioner card. 3-wire synchro or 4 wire resolver format, electronic scott key, high performance ratiometric tracking, and 16-bit resolution. User-selectable input range. Part number is SRD-103. 25. Two each, Sixteen-channel thermocouple conditioner card with two 8-channel reference junctions. Programmable ANSI TC types J, K, E, or T. Field programmable on a per channel basis, full ANSI range (coarse or ANSI Range/2 fine). Part number is TCD-116 Contractors interested in this requirement should submit a complete technical package which provides clear and convincing evidence that they can meet the Government?s requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the closing date. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Facsimile responses are acceptable and must be received on or before the closing date. Telephone requests to be placed on a mailing list will not be honored. The Government does not intend to pay for any information provided under this synopsis. All respondents are reminded of the Central Contractor Registration (CCR) requirement to be considered eligible for any potential Department of Defense contract.
