Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 811244 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-04. This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The Standard Industrial Code is 8299, (NAICS code is 61143) with a Business Size Standard is $5,000,000.00. This will be an all or none firm-fixed priced contract. The solicitation will be distributed solely through the General Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of this solicitation document will not be available. The site provides downloading instructions. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate this acquisition on a sole source basis with Motorola Worldwide Technical Education Center, 1295 East Algonquin Road, Schaumburg, IL 60196, under the authority of FAR 6.302(C)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The FBI has a requirement for the most current training on the installation, diagnostic troubleshooting, and repair of Motorola communication systems and equipment. The Contractor shall provide instructor-led training for a total of six (6) courses with approximately nine (9) students in each course for training in the following listed courses: "Astro 25 Conventional Systems Maintenance and Troubleshooting Course; Centracom Gold Refresher Course; Radio Programming and Template Building Course; Digital Communication Concepts Course; Site Installation Practices Course; and XTS 3000 Portable Radio Course." Course instructors shall provide to students extensive experience and superior product knowledge and systems technical training. Course instructors shall provide course materials which incorporates all pertinent technical information necessary to support learning objectives with hands-on training. Courses shall be scheduled and completed within 12 months from date of award and shall be offered during normal business hours. The contractor shall be responsible for the training site. All quotes shall be clearly marked with RFQ #811244 and shall be faxed the attention of Janice Williams, Contract Specialist, at facsimile number (202)324-5472. Offers are due by May 23, 2002, at 5:00 p.m. Quoters are hereby notified that due to security issues, only faxed offers will be considered. Quotes not received on the designated time and date will not be accepted. Award is anticipated within one (1) day after closing. Telephone requests will not be honored.****
