Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) is DLV20256 and incorporates provisions and clauses through FAC 2001-07. This procurement is to be processed using Simplified Acquisition Procedures. The NAICS/Code is 325413/500EM. The National Institute of Environmental Health Sciences is interested in obtaining the following: 1) 5 ea 1 mCi of 2,2',4,4',5-Pentabromodiphenyl Ether (Phenyl-14C): 2) 5 ea 1 mCi of 2,2',4,4',5,5'-Hexabromodiphenyl Ether (Phenyl-14C): 3) 5 ea 1 mCi of 2,2',4,4'-Tetrabromodiphenyl Ether (Phenyl-14C). The following requirements apply to all items listed: 1) Specific Activity must be > 25 mCi/mmol, 2) Radiochemical Purity must be >/= to 95.0%, 3) Must be supplied as a solid or in an appropriate organic solvent, and 4) supplied in sealed ampules. Offerors must include descriptive literature with their offer that clearly shows that the above requirements are met. Delivery will be made to NIEHS Warehouse, Bldg. 104, South Campus, 111 T.W. Alexander Drive, Research Triangle Park, NC 27709. Offeror should quote FOB Destination. The following provision applies to this acquisition: 52.212-1, Instructions to Offerors.. There are no additional addenda. FAR Clause 52.212-2 Evaluation - Commercial Items applies to this acquisition. The government intends to make a "best value buy" to the responsible offeror whose offer is most advantageous to the government. The evaluation criteria will include 1) the technical capability of the chemicals offered to meet the government's needs, 2) delivery time, and 3) price. Offerors shall include a completed copy of the provisions at 52.212-3, Offeror Representation and Certification-Commercial with offers. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial, applies to this acquisition. The following paragraphs of 52.212-5 apply: (a) and (11)-(16)(21)(22)(25)(27) of (b). Defense Priorities and Allocations Systems (DPAS) does not apply.
