- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Response shall reference ?Request for Quotation NO. DE-RP04-02AL67682.? This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-02. This procurement is anticipated to be awarded under full and open competition; however, we reserve the right to award on a 100% Small Business Set-Aside. The recommended North American Industry Classification System (NAICS) for this procurement is 315228, with a corresponding size of 500 employees (indicates maximum allowed for a concern including its affiliates, to be considered small). Offerors responding should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business or 8(a). This will be a Firm-Fixed Price solicitation. DOE-AL intends to acquire a competitive price on the following Cold Weather Clothing: (1) Balaclava, Black ? 200 wt polar fleece, one size fits all; (2) Boots, insulated rubber, brown, minimum 10 inches high lace up, comes with removable liners with waterproof membrane made of min 400-gram thinsulate ? 50 degrees. Sizes and quantity: 7R (7), 7W(6), 8R(12), 8W(10), 8.5R(20), 9R(24), 9W(20), 9.5R(20), 10R(24), 10W(20), 10.5R(20), 11R(25), 11W(20), 12R(21), 13R(21), 13W(20); (3) Removable Boot liners (replacement) insulated liners with protection to ? 40 degrees, one size, quantity 290. (4) Coveralls, GorTex, Woodland Camo, insulated, minimum of 200-gram thinsulate, with detachable insulated hood, leg zippers, taffeta backing. Sizes and quantity: Small Regular -10, Medium Regular (38-40) -43, Large Regular (42-44)-50, Large Long-20, XLarge Regular ?44, Xlarge Long-21, XXLarge Regular-40, XXLarge Long-40. (5) Liner/insert, glove, black, mylar polar fleece extreme cold weather, one size ? 100. (6) Neck Gaiter, Black, 200 wt polar fleece, one-size ? 100. (7) Parka, down, olive green. Sizes and quantity: Small-10, Medium-43, Large-46, Large Long-40, Xlarge-26, Xlarge Long-20, XXLarge Regular-12, XXLarge Long-11. Costs to include Shipping and Handling. The delivery and acceptance point is U.S. Department of Energy (DOE/AL), Pennsylvania & K Street, Building 20397, Kirtland, AFB-EAST, Attn: 02AL67682, Albuquerque, NM 87116. Delivery shall be FOB Destination. All commercial provisions and FAR clauses referenced in this solicitation are available in full text at the following web site location: http://www.arnet,gov/far/. FAR 52,212.1, Instructions to Offerors Commercial applies to this acquisition. Only those Offerors who can furnish the items as per specifications provided herein will be considered. Award will be made on the basis of lowest overall price. This is an ?All or None? solicitation and Offerors must propose on all items. Offerors shall include a completed copy of the provisions at FAR 52.212.3, Offeror Representations and Certifications?Commercial Items with the offer. The clauses at FAR 52.212-4 Contract Terms and Conditions?Commercial Items, including addenda: DEAR 952.202-1, Definitions apply to this acquisition. In addition, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition.
